A dispatch in May, 1962, contained excerpts from two reports by Manganello on the assassination plots of Jaime Carbonnell Rivero against Fidel Castro. They were assessed by the then Chief, PM, JMWAVE, Dominick I. Pantleone (Glenn J. (Rocky) Farnsworth), as "somewhat amateurish in comparison with other plans on file to assassinate Fidel."

A memo in June, 1969, by Anthony R. Ponchay (Jacob/Jake Esterline), mentions Stephen P. Mangello as being the Case Officer for the RAPHAEL operation.

05/31/62: Dispatch from COS, JMWAVE to Chief, Task Force W: "1. The following are excerpts from two contact reports written by Stephen R. Manganello following two meetings held in Miami with Subject on 9 and 13 May 1962. Meeting of 9 May 1962: 2. In response to a cable (Reference A) stating that Subject's wife had written to Thomas A. Brent (note: probably CIA Director, John McCone) that her husband had 'important' information to deliver to KUBARK (CIA) when he arrived in Miami...3. The essence of what Subject had to reveal to KUBARK were his plans to assassinate Fidel Castro. He felt that an operation of this type had to be carried out within two months before the people of Cuba died from starvation or were killed in some premature uprising due to lack of food. His plans were as follows: a. He wanted to dynamite the tunnel under the Almaderes River through which Fidel allegedly passes at least six times per week...b. His second plan involved his renting an apartment that overlooked the apartment of Celia Sanchez in which Castro sometimes stays overnight. Armed with a high powered rifle, a telescopic sight, silencer and dumdum bullets, he would lie in wait until Fidel came into focus. (Comment: The use of a standard high powered rifle with a silencer is impossible)...Meeting of 13 May 1962: 6. At this meeting Subject was advised that although 'Washington' felt his two ideas had merit, they did not fit into any present ODYOKE (U.S. Government) plans; however, if and when his ideas could be used, he would be contacted...Assessment: 7...JMWAVE considers that Subject is probably motivated more by animosity towards the regime than by the patriotic reasons he professed. The subject plans submitted were perused by Dominick I. Pantleone (note: Glenn J. - Rocky - Farnsworth), Chief, PM, JMWAVE, who considered them somewhat amateurish in comparison with other plans on file to assassinate Fidel..."

06/25/62: Dispatch from Chief, Task Force W to COS, JMWAVE: "1. Headquarters is interested various aspects reference B and requests WAVE comments following points: a. composition, plans, political orientation and capabilities of any group associated with the individuals mentioned in paragraph 1 a, b of reference B. b. Possibility is raised by involvement of Bernabe Sanchez that this is the group mentioned in reference A and D. 2. View references A and D and to clarify Bernabe Sanchez position reference B, WAVE may wish to consider using AMDENIM-1 to approach Sanchez under cover of a unilateral UR approach. Sanchez knows AMDENIM-1 and, while he may be generally aware AMDENIM-1 involvement ODYOKE (U.S. Government), AMDENIM-1 new role as member UR belonging CRC may permit AMDENIM-1 to develop entry where straight KUBARKER (CIAer) such as Manganello or SANJ case officer, being ODYOKE representatives, were not acceptable. 3. Re paragraph 1b, Nestor Navarro may be identical 201-310723 while Felipe Vidal Santiago appears identical 201-267043. Advise if you desire Headquarters send 201 copies to WAVE. No Headquarters traces Olga Rivero de Austin."

It certain that HQs and WAVE share concern for all agent assets involved. All actions taken by HQs were, are and will be intended to enhance the security of these assets. 2. We have attempted keep WAVE apprised in most expeditious fashion any AMCANOE-3 developments coming to our attention. To this end AMCANOE-2 was instructed on 22 Nov 63 contact and advise WAVE of first AMCANOE-3 telephone call. AMCANOE-2 advised 23 Nov that he had done this. After receipt WAVE 8115 which reflected either misreading or garble of Ref C, Lapsley called Manganello to ensure that WAVE correctly informed in regard who originating call. A-4 was born 11, 5 feet 4 inches, 140 lbs, brown eyes, medium build, black greying hair. Can be contacted 'de parte Raul Garcia' (WAVE Case Officer Manganello) or Delia Rodriguez. AMWEE-4 has been notified expect friend of Raul Garcia to contact him. As further aid may cite 9 Oct 63 MADR meeting A-4 had with KUBARK (CIA) CO alias 'Tom' near Estadio Bernabeu. C/S Comment: *Ascertain if AMWEE-4 will continue in foreign office employ."

Agents agreed not accept any phone calls from AMCANOE-3 (Antonio Jose Ramirez Mendez) until WAVE received and analyzed msgs from Cuba concerning aborted exfil op 21/22 Nov (from AMGLEN-9). B. 1 Dec. In SW 15 dated 20 Nov received WAVE 1 Dec, AMGLEN-9 reported FOLL: 'A friend of AMCANOE-3 called Pepito, who works at the racetrack and who knew AMCANOE-3 was at Emilio Carbo's was arrested four days ago for unknown reasons. Oscar Fernandez and Freddy Garcia called Manganello to clarify addition, unclear, portions 3 Dec call between AMCANOE-3 and Freddy Garcia. In A-3/Garcia conversation, A-3 stated 'make certain you tell my wife that Emelina me Abrazo repeat Emelina me Abrazo.' A-3 wife in Miami advised this private code phrase between husband and wife meaning A-3 in imminent danger, that he arrested or about to be.' According to Garcia, it obvious that A-3 could no longer use case officer challenge i.e. hair dyeing, two left feet, since AMCANOE-7 also given same challenge and it prob known now to DSE. B. Gerardo Cowley is brother-in-law of Jose 'Pepito' Marti, PARI-mutual employee whose arrest reported ref. Marti also knew A-3 safehoused at Emilio Carbo's finca Cabanas. Both Marti and Cowley friends A-3 Cowley and Carbo friends also..."

03/15/66: Cable from Bern to Bonn, Director (Info: GNVA, GMNY): Slugline TYPIC AMWEST: "1. Milat reports AMWEST-2 said AMWEST-1 was released from hospital 14 March 1966. 2. When taking newspapers to hospital for AMWEST-1, AMWEST-2 told Mrs. Wiggin that AMWEST-1 would be very concerned about the reports on the group convicted of trying to assassinate Castro. AMWEST-2 stated the group were all friends of AMWEST-1. Articles on trials appeared in local papers 8, 9 and 10 March, and listed Roland Cubela, Ramon Guin Diaz, Jose Luis Gonzalez Galarreta and Alberto Blanco as persons on trial. Could Blanco be IDEN with El Loco who visited AMWEST-1. 3. Suggest Manganello attempt contact AMWEST-2 to determine AMWEST-1 reaction to trials. Advise." 03/29/66: Cable from Director to Rome, Bonn: Slugline TYPIC KAPOK MHAPRON AMWHIP AMWEST: "1. Subject Reference A para 3 trace request is AMWEST/1 who approached by CIA April 1965 for recruitment. A/1 agreed cooperate but following August 1965 trip Paris reversed his decision and refused recruitment. Bonn C/O Manganello (M) however has maintained contact with AMWEST/1's wife, AMWEST/2 who has continued be cooperative. M has been requested obtain current assessment AMWEST/1 from AMWEST/2, and if assessment favorable to proceed with recruitment on defection of AMWEST/1 along previously established guidelines. 2. For Rome, France, Geneva: During brief 23 March phone contact with AMWEST/2, M confirmed that AMWEST/1 is upset due recent arrests and purges. AMWEST/2 stated that AMWEST/1 to meet Antonio Carrillo in Geneva soon for talks. AMWEST/1 concerned about possible reassignment since he not particular favorite of Carrillo and was friend of AMLASH/1. 3. For Bonn, Attention Manganello: AMWHIP-2 (IDEN Bonn only) is Rome asset. His wife of current ops interest due her proposed summer trip to visit sick mother in Cuba, where she may possibly contact high level Cuban military friend on our behalf. Briefly refs surface possibility of danger to AMWHIP/2's wife during trip due probability Cuban authorities and Antonio Carrillo knowledgeable of AMWHIP/2's past business association with AMLASH/1. During 22 and 23 March phone conversation between AMWHIPS and Carrillo, latter guaranteed AMWHIP/2's wife's safety while Cuba. However Carrillo's curious referral of AMWHIPS to AMWEST/1 as contact during his (Carrillo's) absence has raised the question of a possible provocation attempt. This particularly valid since all parties contaminated by past AMLASH/1 association, and due AMWEST/2's statements re current AMWEST/1 - Carrillo relationship." (CONTINUED BELOW).

The Case Officer for the RAPHAEL operation, if one considers that there was a case officer, would have been Stephen P. Mangello..."
