Discussion:
IS may have stood for Internal Security. If this was the case then Jack M. Bauman and Frederick F. Bucci would likely be candidates to be Lloyd W. Storbeck.

Memoranda on Ross Crozier in August of 1962 mentioned that Jack Bauman was SO (Security Officer) at JMWAVE (CIA Station in Miami). Moreover, a FBI memo in 1963 on the Directorio Estudiantil Revolucionario (DRE) mentioned Jack Bauman, CIA, Miami. In addition, Bauman was later interviewed in June of 1972 in regards to the Watergate scandal.

In terms of Frederick Bucci, a FBI report from Miami in January of 1963 stated that on January 2, 1963, Special Agent George E. Davis, Jr., met with Robert Moore, Deputy Chief, CIA, and Fred Bucci, Security Section, CIA, Miami, as well as a retired United States Army officer, on the subject of the bomb attack against Jose Miro Cardona's car. A cable in May of 1968 cited Bucci as Chief, WH/SEC.

He indicated that Frank Fiorini was believed to be involved in some type of operation which was to drop leaflets and also to have a bombing raid on Cuba. The writer was advised by Ray Dubois, Jack Neeley, (REDACTION) that as far as they knew, the Subject was not one of our people.
