07/08/62, Cable from JMWAVE to Director: "1. AMCONCERT-1 learned from Lucia (Echevarria) Bianchi's father that SUBJ ref had recd postcard from Rolando Cubela. A-1 instructed call SUBJ afternoon 6 July. SUBJ told A-1 had recd card mailed Canada but would not give details and requested A-1 call later in evening. 2. Sloman present when second call made and SUBJ would not give info therefore Sloman requested talk with SUBJ. Sloman was presented as Enrique, known by SUBJ's father, having hid in home of father and having unsuccessfully tried exfiltrate Cubela. 3. SUBJ then stated he had visited WAVE area 9 June and talked Lucia's parents; on on 30 June he had recd card mailed Vienna which stated SUBJ should not fail meet Cubela Paris August. Sloman told SUBJ he had been pursuing Cubela matter since 12 June and had planned contact SUBJ when whereabouts Cubela determined. SUBJ stated had contacted FBI Miami. SUBJ also mentioned dissatisfaction previous CIA efforts relative Cubela's planned defection Paris 61 therefore he approached FBI. Sloman pointed out he very interested this op and indicated possibly Cubela might not return Cuba through Paris. Asked if SUBJ would be interested go other country. 10/27/62, Cable from JMWAVE to Director: "SUPDATA: Henry J. Sloman (P) in discussions with AMOT-2, AMSTRUT-2, and AMCONCERT-1. Sloman originally talked to AMOT-2 around 8 Oct in which AMOT-2 said that Gutierrez and a group of 29 were planning to hit someplace in Las Villas Province. On 22 Oct Sloman contacted AMOT-2 and received the following info which basis of Paras 1-3. AMOT received information on 16 Oct from Pedro Diaz Torres, who had been on the first trip to Cay Sal, and was planning to return to the group which would by then have transferred to Anguila Key or to Orange Key. The latter about 60 miles east Marathon in Florida Keys. Para Five based on information obtained by Sloman from AMCONCERT-1 who had talked to Rogelio Rodriguez. A-106 remained approximately 5 hours in the Consulate and/or in the company of Eusebio Azcue Lopez, Cuban Consul in Mexico City. The following is a report on conversations held with persons who work in the Consulate and personal observations of activities in the Consulate on that date by A-106 as reported to Henry J. Sloman..."

Basis discussions WAVE CO with AMCROAK-1 and review debriefing AMOT-2, CO satisfied AMCROAK-1's ardent desire assist in overthrow AMTHUG-1 and sincere enthusiasm to assist CIA. AMCROAK-1 expressed necessity collect intelligence before any action be mounted and wishes dedicate his activities exclusively to intelligence collection. B. AMCROAK-1 proposed forming a net of 4 doctors and his wife. He and other doctors know disgruntled rebel army officers and/or wives though feel obligated to doctors. Wishes use wife, whom he describes as most courageous and having fought 4 years in Spanish Civil War, to copy OWVL. CO will obtain complete data on doctors and security review on all proposed individuals including AMCROAK-1. C. AMCROAK-1 expressed eagerness be trained all phases intelligence collection, reporting and commo. Stated best time receive OWVL between 8 and 9:30 AM. Only possible transmission hours between 9 and 11 PM. Indicated could transmit from his home in Nuevo Vedado or his consulting office. Claims in both sites has numerous places hide set, such as numerous pieces of large medical equipment, some of which are hollow. D. Since AMCROAK-1 stated he may only transmit in evenings, request HQs coordinate with NYXIS Div for release FSS-7 whose output necessary for evening transmissions. E. CO will continue debriefings and, thereafter commence training, which should be completed by evening 7 Dec. Suggest commo instructor arrived Madrid AM 7 Dec. 07/20/65, Dispatch from Chief, WHD to COS, JMWAVE: "References advised WAVE that Intelligence Medals of Merit had been approved for Henry J. Sloman, (Handwritten: Emilio A. Rodriguez), and Clinton A. Wasgardis. It has been determined that Sloman and Digerveno could return to Headquarters for an award ceremony in the Headquarters building. In the case of Wasgardis, however, security and cover considerations might preclude his appearance in this area. Please advise Headquarters if Wasgardis could attend a ceremony in the Headquarters building, and, if so, when he could be available for the presentation."
