07/12/62, Memorandum from Alfonso Rodriguez, TFW/Special Assistant to Chief, Task Force W: "1. On 2 July, 1962 A. Rodriguez, Task Force Officer, proceeded to San Juan, Puerto Rico, via JMWAVE with the intent of making contact with the Subject..." Page 3: ..."Ray will create an unnamed organization of Cuban exiles which once informed, will with the initial backing of Governor Munoz seek support of President Romulo Betancourt and Ex-President Jose Figueres. With this backing, it will then be possible to bring considerable pressure on the U.S. Government to buy this package. Ray has indicated to WAVE sources that whereas he is not persona grata with the Agency, he has important political connections in Washington and is thus kept informed of much of the Agency's activities. Ray's new organization is not to be military or engage in military thrusts against Cuba because military activity is presently controlled by the Agency and cannot be wrestled from it at this time. Ray's new organization will cooperate with the Consejo and attempt to move in on it with the ultimate aim of taking over and dominating it."

07/25/62, Memorandum to Chief, Task Force W: "1. Details of Contact: A. At the request of C/TFW, an effort was made to contact Manolo Ray on 4 July 1962. While this effort failed, due to Ray's unscheduled absence from Puerto Rico, arrangements were made to have Ray proceed to a rendezvous in the general area of Washington. Specific details for Ray's visit were laid on with COS, San Juan by A. Rodriguez, Task Force Officer. Ray arrived in New York on 20 July 1962. Ray called A. Rodriguez (using pseudo of Alfredo Fernandez) at approximately 1900 hours. Meetings totalling about ten hours were held during the period 20-22 July. Ray departed for San Juan around midnight on 22 July..."

Ray has known me as Alfredo Fernandez, but because of operational limitations (false identity documents, reservations in true name) it became necessary for him to call me in my true name. He was not, however, told that this letter name was in fact true. In all our personal meetings he continued to call me 'Fernandez.' c. Ray recognized and remembered having met Earl Williamson (Growery-P) in Cuba years ago."

09/15/64, Memorandum for the record: Subject: Contact with Manolo Ray in Puerto Rico: "If it necessary to contact Manolo Ray in Puerto Rico, call Mr. Emilio Guedes - San Juan, Puerto Rico - Telephone 766-2669. Tell him you want to get a message to 'Antonio' and he will deliver it. The name of the person calling is always 'Alfredo Fernandez.'"
