CIA officers Samuel Halpern, Henry D. Hecksher and Bruce B. Cheever feature prominently in documents that carry Philbrook's name.

In June of 1968, Philbrook was probably the Chief of Station (COS), Pretoria. In addition, a dispatch from COS, Pretoria, in March, 1970, signed by Kenneth H. Philbrook, stated that he had forwarded the substance of the latest letter received from SECAROB-1 (probably Major Michael Hoare), and would later discuss it with the latter, for clarification, and then send the results to headquarters.

According to AMBIDDY-1 (DOI 2 May), Subject, his son (Santiago Alvarez Fernandez) and one mechanic have definitely joined AMWORLD. 2. AMBIDDY-1 intends to use Subject as Swift captain and the other two as Swift crewmen. It was suggested to AMBIDDY-1 that arrangements could be made to have these individuals receive a Swift familiarization course similar to that given to Ricardo Chavez. 3. AMBIDDY-1 was advised that we have been informed that Alvarez is joining AMWORLD because he feels AMBIDDY-1 has the only organization which presently possesses the resources to combat AMTHUG and not because of any ideological reasons. 4. ODENVY (FBI) has urgently requested that the following report believed to have been passed to ODENVY by WAVE in early December 1963, be declassified for release to public by the Warren Commission - On December 7, 1963, NY T-2 advised the Miami Office of ODENVY that on December 6, 1963, NY T-2 had received information from a Western diplomat alleging that the assassination of President Kennedy was the result of a plot prepared and executed jointly by the Chinese Communists and Fidel Castro through intermediaries. It was indicated that the diplomat obtained his information from an unidentified source described by the diplomat as very good. It was alleged that one FNU/Saavedra, an alleged close friend of Celia Sanchez, who is the secretary of Fidel Castro, had uttered indiscretions in Cuba which pointed to the complicity of the Chinese Communists and Castro in the assassination. It was also alleged that intermediaries in the plot located in Dallas, Texas were Ramon B. Cortes, identified as half-Mexican and half-American, and FNU/Fernandez Feito, identified as a Cuban. It was reported that these men were financed through an unidentified bank at 14 Wall Street, New York City. 2. Please cable your reaction to release. It at all possible, please give your approval. 3.
