1951: 11/26/51 Air Dispatch from Chief of Station Lloyd Desmond to Chief, FDP: "Attached herewith is the combined explanation of subjects' activities prior to their escape to Greece...they were also interrogated to ascertain their possible future operational use." Spas Raikin was among 7 refugees from Bulgaria - as a Travelers' Aid rep, he greeted the Oswald family upon their June 1962 arrival in NYC from the USSR. See H. P. Raikin and two other Bulgarians, on May 6, 1951, deserted their Trudovaks (Bulgarian Labor Corps) military unit 'and made their way to Plovdiv [city in Bulgaria] and into Greece.'..."A November 1957 FBI report, in response to the CIA's request to the Bureau for any information it had on Raikin, reads: 'The reason for [Raikin's] desertion was to join an alleged illegal group working in the mountains south of Plovdiv...unable to hold out any longer they enter Greece on June 19, 1951.'...Raikin (considered) himself an ordained priest in the Bulgarian church. In preparing the information [Raikin] used the nom de plume Prezviter KOSMA. The FBI field station comments that [Raikin] was brought to Athens from Salonika [a major port in Greece] on July 19 1951 to work for CIA LKB.. GSAP/10.'...GASP and GASP/10 were elite, ultra-secret CIA interrogation teams... "A CIA memorandum (11/26/51)...sent...to the CIA FDP chief provides a wider look at Spas Raikin's first encounter with the CIA in Greece, following his interrogation. Chief station Lloyd K. Desmond, a CIA official who played a still-unexplained role in the CIA's hasty post-assassination investigation into Lee Harvey Oswald's Mexico City phone communications, signed the document....'Desmond also noted that Raikin and the other escapees had been interrogated 'to ascertain their future possible operational use.'"

Tamadine repeats a rumor that should Clare Booth Luce be confirmed as Ambassador to Italy she will arrange for the appointment of THEOMANIA-1 as military air attaché in Rome. 2. In connection with the above rumor, it should be recalled that THEOMANIA-1 served for a period of time as chief pilot for TIME, Inc. Handwritten: David (Unintelligible for) Lloyd K. Desmond."
Re 1960: 8/20/75 interview by Frederick Baron, who interviewed Chief of Station in Congo from 1960-1961 (note: Lawrence Devlin). "In November 1960, while Lumumba was at large, COS (Chief of Station) flew to Rome to meet with Richard Bissell, Bronson Tweedy and Thomas Karamessines (then Chief of Station in Rome) for a briefing session on events in the Congo. The meeting took place at Karamessines' house. COS remembers a general discussion of events surrounding Lumumba's escape and of the situation in the Congo, but he does not recall any specific discussion of assassination. He said, 'Perhaps we did discuss assassination. I simply don't recall'..."

Rabney (Arnold Silver) planning contact you about mid-April connection some aspects LAURICLE discussions with you October 60. Would appreciate any assistance you can give." 5/10/61 dispatch OIRA-27542, RYBAT 1305, from Chief of Station, Rome to Chief, KUDOVE/D, Attn: Rabney/Silver, info Chief/WE: "On 28 April Magonetti proceeded to Rome to confer with Rabney and Clarkson in connection with a special operation...Magonetti spotted a lapel pin on Subject's coat...the pin represented membership in the ANAI...a well known pre-war organization of Italian shock troops known for their temerity and originally founded by Gabriela D'Annunzio (note: a famous "proto-fascist")...The ANAI, if anything, is a rightist organization...after an appraisal would be made of the specific type of safe to be cracked, he could then determine the exact of tools needed...Magonetti's general impressions of Subject were favorable." Document was signed by "Hugh R. Sheridan".

6/23/61, dispatch OIRW-18582 from Chief KUTUBE-D (written by FI/D/Ops Arnold Silver) to Chief of Station, Rome - Attention: Desmond or Sheridan, Slugline: LAURICLE Agent Spotting ZRRIFLE: "During Rabney/Arnold Silver's TDY in Rome in April 1961, Clarkson gave him the name of Tomasso Corbisiero, owner of the Bar Marisa in Florence, as a potential spotter for the KUTUBE/D purpose explained to Desmond and Sheridan. We have now completed the tracing on Corbisiero in all possible (CIA) files, Greenlist, (FBI) and (INS) files; results were negative. We would appreciate your making Clarkson available to brief Corbisiero and send him on his search mission...it is requested that all copies on all traffic on ZRRIFLE matters, including station copies of OIRA-27542, be kept in an eyes only file in the office of (Chief of Station) and that COS arrange to have ZRRIFLE cables delivered by his signal center to him only. This is the request we are putting to any station with which we correspond on ZRRIFLE."

If any further action is desired, we shall inform you... The question concerning the extent of tracing of potential agents for this KUTUBE/D purpose has been fully discussed at Headquarters, and the following policy has been established: Candidates will be traced in selected US files, tracing in foreign files will be permitted only when the foreign indices concerned can be traced personally by a (CIA) staffer who will be in a position to certify that the foreign service or police do not know who is being traced...theoretically tracing the Subject of OIRA 27542 in Italian files would be desirable; practically, we cannot take the slightest chance of exposing our interest in Subject to a foreign service and will therefore have to forego the additional tracing.
