Cuban Ambassador to Paris, Antonio Maria Carrillo Carreras. A May, 1965, cable included the 201 numbers of UNSNAFU-9 and 19. The 201 number for UNSNAFU-19 was 201-349956. A 1969 dispatch stated that Antonio Carrillo Carreras had a 201 number of 201-349956.
A cable of late October 1964 noted that AMWHIP-1 (Carlos Tepedino Gonzalez) was using the sales of jewelry to establish a good rapport with Antonio Maria Carreras, who was being developed as an unwitting intelligence source.

Carrillo dismissed Luis Enrique Trasancos, a CIA penetration agent (UNSNAFU-9), after a heated argument in the embassy in Paris in March 1965. The argument culminated in Carrillo firing a shot near U-9 from an automatic pistol.

AMWHIP-1 used UNSNAFU-19 as a source in a CIA cable of early October 1964. Carrillo went on to testify in the trial of Rolando Cubela (AMLASH) in Cuba in March 1966. Also, he was sacked by Fidel Castro as Cuban Vice-Foreign Minister in November 1966 (having been appointed in June of that year).


03/14/64: Cable from Paris to Director: Slugline RYBAT TYPIC AMLASH: "1. FYI. 10 March UNSNAFU/9 (Luis Enrique Trasancos) learned from Robreno that UNSNAFU/19 very interested talk to AMWHIP/1 (Carlos Tepedino Gonzalez) when latter arrives PARI. Appears UNSNAFU/19 has known AMWHIP/1 for several years. At one point, when UNSNAFU/19 exiled in Miami under Batista, AMWHIP/1 helped UNSNAFU/19, probably financially. 2. UNSNAFU/19 mentioned that he has some jewelry Cuba which would like to sell to AMWHIP/1."


10/02/64: Cable from Paris to Director: Slugline KEYWAY PBRUMEN MHAPRON: "1. Osvaldo Dorticos arrived Prague 1 Oct enroute Cairo. 2. Faustino Perez due Paris 2 Oct. Length stay purpose not specified. 3. Newspaper reports regarding visit to Algiers notwithstanding Fidel Castro will not leave Cuba until after U.S. elections. 4. Carlos Franqui now Italy 'working on book on Castro.' 5. Antonio Carrillo Carreras goes Spain by car 9 Oct to get wife. 6. Source. 10/29/64: Cable from Director to JMWAVE (Orig: W. Wainwright, WH/SA/EOB): Slugline RYBAT PBRUMEN AMWHIP: "1. FYI, jeweler described ref is AMWHIP/2 (Juan Ventura Valner), who run by Rome Station and involved Cuban Government jewelry sales with AMWHIP/1 (Carlos Tepedino Gonzalez) with HQs consent. A/1 using sales to establish good rapport with Cuban Ambassador to Paris Antonio Maria Carreras who being developed as unwitting intelligence source. 2. For Rome: Request Station contact A/2 to service ref request." Handwritten note: "*Above Subject being met by Cuban Major."


11/27/64: Cable from Withheld to Director: Slugline RYBAT TYPIC YOBITE MHAPRON AMLASH AMWHIP: "1. AMLASH-1 (Rolando Cubela Secades) arrived PARI 25 November. Has visited UNSNAFU-9 (Luis Enrique Trasancos) and UNSNAFU-19 and seen UNSNAFU-5 (Angel Luis Fernandez Ruiz). No indication yet length of stay. 2. UNSNAFU-9 states AMLASH-1 seems discouraged and 'unhappy' with attitude U.S. which apparently in conflict with him regarding steps take with AMTHUG (Fidel Castro). AMLASH-1 asked UNSNAFU-5 if Kymingham still PARI. Told no, he asked if Stockwood here. UNSNAFU-5 stated he thought so. AMLASH-1 did not however request meeting. 3. UNSNAFU-9 and AMLASH-1 tried unsuccessfully evening 25 November telephone AMWHIP-1 (Carlos Tepedino Gonzalez) in Switzerland. *According UNSNAFU-9 AMLASH-1 due arrive afternoon 25 Nov."


02/02/65: Cable from Paris to Director: Slugline RYBAT TYPIC AMLASH AMWHIP: "In conversation with AMLASH/1 (Rolando Cubela Secades) and AMWHIP/1 (Carlos Tepedino Gonzalez) evening 31 January, UNSNAFU/19 commented UNSNAFU/9 (Luis Enrique Trasancos) was involved with 'that CIA agent Cayo Confites (Luis Bruno Garcia Cerdeira) and added 'UNSNAFU/9 probably also CIA agent like Bichi Bernal (handwritten: AMSPORT/1) and El Cojo Roche (Miguel). AMLASH/1 admonished UNSNAFU/9 stay clear of Cayo Confites or risk being fired by UNSNAFU/19. 2. To help preserve AMWHIP/1's entree to Cuban installations and his rapport with UNSNAFU/19 request QUSPORT/1 be briefed never disclose he worked for or close association with AMWHIP/1." Handwritten note: "(and cy for AMWHIP-1's file, for SNAFU-19's, + for SNAFU-9's file please)."


03/23/65: Cable from Paris to Director: Slugline KEYWAY PBRUMEN UNSNAFU: "1. Reference arrived at opportune moment for comment, UNSNAFU-9 (Luis Enrique Trasancos) dismissal by UNSNAFU-19 after argument at Cuban Embassy March which culminated with U-19 taking shot at U-9. Sequence of events as follows: U-9 telephoned Gloaden early morning 20 March and stated he determined go embassy to 'have it out' with U-19 who, as known to PARI, has been riding U-9 particularly hard since departure AMLASH-1 (Rolando Cubela Secades) in Feb. C/O met with U-9 after confrontation with U-19. U-9 stated that final straw was afternoon 19 March when U-19 accused U-9 of stupidity in front other employees after U-9 had finished typing several hundred cocktail invitations instead of writing by hand. U-9 states U-19 had seen him start typing invites and said nothing until he finished, thus U-19 action intentional. U-9 decided working conditions unbearable and had to come to understanding with U-19. 2. U-9 went to embassy and got U-19 out of bed. Told U-19...and this understanding personal between them and nothing to do with revolution. U-19 countered by stating U-9 did no work at embassy, was 'dirty CIA agent' and that he fired. U-9 replied that this OK but 'lets step outside and settle things like men.' U-19 refused. At this point U-19 wife, who had been listening outside door, rushed in hysterical and dragged U-19 into living quarters. 3. U-19 returned almost immediately with small automatic pistol and fired one round into floor by U-9 feet. Staff who present including U-26, U-24 replacement, and others, restrained U-19 from shooting again and U-9 beat hasty retreat out back door...5. U-9 met with UNSNAFU-14 (Juan David Posada) on 22 March. U-14 stated that U-19 had said nothing in embassy that morning but had sent long coded cable to Foreign Ministry, undoubtedly dealing with U-9 case...U-9 hopes get further info on what action A-19 taking via U-13 and U-14 and possibly AMBALD-2..."


04/15/65: Dispatch from COS, Paris to Chief, WE (Info: Deputy Chief, WH-SA): "1. Transmitted under separate cover is a copy of the cable mentioned in paragraph 3 of Reference C. As will be seen, the text of this cable differs a great deal from that suggested in Reference A. We discussed the Reference A suggestion within the Station, and, in essence, with UNSNAFU/9 (Luis Enrique Trasancos). We came to the conclusion that such a strong personal attack on UNSNAFU/19 would probably accomplish little since UNSNAFU/19 had already sent in his version to Havana and could be expected to have the backing of most or all of the Paris Embassy personnel - despite noble claims to the contrary made privately to UNSNAFU/9 by UNSNAFU/14 (Juan David Posada) and AMBALD/2 (Juan Arcocha Barcelo). Also considered, especially by UNSNAFU/9, was the possible effect such action might have on AMLASH/1 (Rolando Cubela Secades). UNSNAFU/9 was, and still is, very reluctant to take any action which might adversely effect AMLASH/1 or force AMLASH/1 into a position not of his own choosing, i.e., to have to take up the defense of UNSNAFU/9 without being able to choose his own time and place. 2. We are trying to get the story into the press here, as stated in Reference C, and will advise you of any results obtained. A dispatch on the subject of planning for UNSNAFU/9 will be forthcoming shortly."


05/04/65: Cable from Paris to Director: Slugline TYPIC UNSNAFU: "1. Ref story surfaced in Nouveaux Jours issue of 1 May. Nouveaux Jours is bi-monthly, right-wing newspaper of limited circulation. Fact that CIA surfaced story unknown to UNSNAFU/9 (Luis Enrique Trasancos). 2. Presume DIR will wish clips sent LA stations for replay. Please advise. PARI has addresses for mailing clips contained DIR 96028. For QUMALT op. If these not sufficient or are changed please forward additions. 3. In addition above, PARI considering mailing copies of article to PARI newspapers and LA embassies with covering letter on Cuban Embassy stationery ostensibly from anonymous disaffected member of embassy who wants be sure all know of type ambassador Cubans have. Would also throw in few more bits of DIR about UNSNAFU/19. Possible danger here is that UNSNAFU/19 will immediately assume UNSNAFU/9 is responsible and possibly take official action of protest with French Govt. This might have adverse effect AMLASH (Rolando Cubela Secades) case. Request HQs comments this aspect. 4. Index 201-337672, 201-349956."

For PARI Victor Espinosa on return U.S. told ODURGE (U.S. Immigration and Naturalization Service - INS) and ODENVY (FBI) of AMLASH conspiracy; contacts with AMLASH-2 and 3, (UNSNAFU-9, Mirrlees; criticism of CIA staffers at Madrid, including Growery; derogatory allegations on QUSPORT, QUSWIFT-1, AMWHIP-1; Mirrlees scare in accepting as serious joking recruitment by AMLASH-3 for Sovs; relationship at PARI among Bob, Dick, Maureen, Luis Fernandez, UNSNAFU-9 (Luis Enrique Trasancos); clumsy attempt use AMWHIP against UNSNAFU-19 who witting of AMWHIP (Carlos Tepedino Gonzalez) ties with CIA; AMWHIP pocketing difference between CIA payments for jewelry and amounts given to UNSNAFU-19; generally inept handling of AMLASHES; needs of AMLASH-1 to vet prompt reply on CIA attitude toward him. 03/16/66: Testimony of Antonio Carrillo Carreras: ..."Court President:...Who is the next witness to testify? Secretary: Witness Antonio Carrillo Carreras. (Cuban Ambassador to France - ed.)... Prosecutor: I want to make something clear before...possibly you have made a mechanical reply as a comrade witness because the question by the court president was whether you were a friend or an enemy of any of the defendants? Carrillo: Well, I am a friend of one of the defendants...Defense attorney: The defense is curious to know who your friend is...Carrillo: Dr. Rolando Cubelas. Prosecutor: In connection with the facts in this case and the defendants, witness, do you have any knowledge of these facts? Carrillo: Well, in December when I was preparing to return to my country on vacation I was told by several friends in Paris - and also in Madrid, as I was passing through - of a serious (situation) of which they (were aware). They told me - since I was a Cuban ambassador - that Dr. Rolando Cubelas had met last year in Madrid with the counterrevolutionary Manuel Artime. Prosecutor: You passed this information on to the revolutionary government? Carrillo: Naturally, it was my duty, and in a meeting with the comrade Prime Minister I told him what several friends had told me..." - - - Page 2:..."Defense attorney: Do you know Tepedino? Carillo: Yes, I know Tepedino. Defense attorney: For very long? Carrillo: Yes, more than 10 years. Defense attorney: And did you know of the friendship of Cubelas and Tepedino? Carrillo: Yes. Defense attorney: Was it your impression that this friendship was politically damaging to Cubelas? Carrillo: Well, I cannot tell you, although I personally...Court president..: Witness, you are not compelled to answer the question if you do not wish to do so. Carrillo: No, I personally had my doubts about Tepedino and I told other friends this. Defense attorney: Not to Cubelas? Carrillo: No. Defense attorney: That is all..."

11/28/66: CIA Intelligence Information Cable: COUNTRY: Cuba. ACQ.: Mexico, Mexico City (25 November 1966). SUBJECT: Reported Ouster of Cuban Vice-Foreign Minister Carrillo. SOURCE: A Mexican intellectual who is a new unwitting reporting asset. Source is in close contact and on friendly terms with Cuban officials travelling to Mexico City. "1. Antonio Carrillo Carreras, who was appointed Cuban Vice-Foreign Minister in June 1966, was ousted from this position by Fidel Castro Ruz on 24 November 1966. 2. At the time of his appointment as Vice-Foreign Minister, he was ambassador to France. In his new capacity, he replaced two Vice-Ministers, Pelegrin Torras de la Luz and Arnol Rodriguez Camps. Carrillo had been appointed to this position with the specific mission or reorganizing and revitalizing Cuban diplomatic installations abroad. However, Castro had become dissatisfied with Carrillo's performance and lack of action. Source Comment: It is not known who has been appointed as Carrillo's replacement). 3. 08/01/69: Dispatch from COS, WH/Miami to Chief, Western Hemisphere Division: "1. Forwarded herewith is AMOT report OTA-1414 concerning Subject from Subject's father who recently arrived in the U.S. as a refugee. This report contains much of the same information as in reference A as well as additional interesting items. Your attention is called to paragraph 10 of OTA-1414. 2. Also interesting to note is the belief that the informers against Subject were Antonio Carrillo Carreras (201-349956) and Carlos Robreno Mariequez (201-751639)."
