In addition to discovering ordinary state secrets, the CS is responsible for obtaining the most complete and accurate information possible on the global manifestations of Soviet imperialism, that is, on local communist parties and related political groups. The exceptions to the world-wide operating charter of the CS is the agreement among the US, the United Kingdom, Australia, Canada and New Zealand whereby each has formally promised to abstain from secret operations of any kind within the territory of the others except with prior approval of the host government. The governments of all other nations, their internal political groups and their scientific, military and economic secrets are fair game. p53 The most important liaison operation of the CIA is with MI-6, whose cryptonym is SMOTH. It has been almost ten years since Burgess and Maclean disappeared, and SMOTH has apparently tightened its loose, 'old boy', clubby security practices. The inner club also includes the services of Canada, Australia and New Zealand although the CIA receives relatively little from these. Liaison with the Dutch is considered excellent because they facilitate support operations against targets of mutual interest, as do the Italians who tap telephones and intercept correspondence for the CIA station in Rome. The West German services are considered to be thoroughly penetrated by the Soviets while liaison with the French has become difficult and sensitive since the return of de Gaulle.

6/20/62 CIA Information Report, with credit in the lower right hand corner given to SMOTH: "There has been a noticeable increase in sabotage since February or March 1962. Buildings and factories have been blown up or burned, cane fields set on fire, and above all, passive resistance has grown in certain industries, especially the sugar refining industry. A different pattern of sabotage has emerged. Instead of setting off explosive or incendiary bombs that might cause loss of life or injury, thus arousing popular resentment against the opposition, targets are chosen for the maximum financial damage or dislocation."

5/2/63 cable from Mexico City to Director: "LIFEAT coverage John Rettie 29 April reveals latter influencing and assisting Dudley Doust to Svengalian extent in research and preparation re anti-Embassy story. To quote Rettie directly: 'There are great possibilities for destroying Thomas Mann in this.'...Doust planning go Morelia 30 April to investigate story and Rettie eloquently persuades him visit Ofelia Ocaranza, directress Russian Cultural Institute (and according station files, member Spartacus Communist Group). Also suggests interview painter Alfredo Zalce (numerous Station traces active Communist causes)..." Rettie tells Doust that Ambassador Mann off the record described "The Committee of Ten", an anti-Communist action group under his direction..."According LIFEAT Rettie planned depart Mexi evening 29 April for New Orleans...on 29 March Rettie told LICOOKY-1 (according LIFEAT) that he "really sorry he unable go Morelia to do the story of the Ugly Americans". In another cable seven months later on 12/13/63, Mexico City station asked permission from GALBOND (J.C. King) and ASHMEAD (James Angleton) for permission to destroy tapes on Doust and Rettie. 11/18/63 dispatch from C/WH to COS/Mexico City: The Station is authorized to pass on, "preferably orally, of really priority timely information believed to be of value to SMOTH...any reports on Guatemala and any information affecting the safety and sovereignty of British Honduras should be cabled to London and Washington indicating those portions which may be passed on to SMOTH...since the general agreement between (CIA) and SMOTH is that (CIA) will provide SMOTH with information on Western Hemisphere matters, steps will be taken to increase the flow of intelligence reports to SMOTH."

12/18/63: "John Rettie with Robin (?) Robin was involved in assassination stories. Had to go to Washington. John Rettie says he will eat his hat if 'there aren't people behind Oswald and Ruby and he will eat his shoes if these aren't ultra-rightists'. John Rettie does not believe all this business. A lot of talk about being one lone mad man. John does not believe it." 11/29/67 dispatch from Chief, REDACTED (signed Jessica T. Labatt) to Chief of Base, REDACTED, slugline ISOLOG/LICOOKY/1: "In dealing with LICOOKY-1 (June Cobb) it should be recalled that her past association with (CIA) has been widely blown through broad publicity. It is recommended that (Cobb) be handled by a strong, mature case officer who can and will avoid emotional involvement with (her). The case officer should be fully briefed on (Cobb's) background and her emotional and sexual problems. Worthy of particular note is her involvement with John Rettie, BBC correspondent in Mexico and an MI-6 agent whom the Soviets tried to compromise while he was serving a tour in Moscow."
