This 1993 CIA document lists various crypts and their definitions. ODYOKE is identified as "U.S. Govt."
9/7/60 cable from Havana to Director: "AMCALL-1 does not expect contact in MASH, but told me he may be contacted by person identifying himself as 'friend of James'. AMCALL-1 not witting of KUBARK/CIA or ODYOKE interest, however he knows station cutout James O'Mailia as local rep of Christian Fellowship Fund who well-connected local (US State Department)..." In this context, is ODYOKE a reference to the USA, or to the White House, or maybe even US military intelligence?
This cable from the day after the JFK assassination delivers CIA Headquarters' unhappiness regarding the arrest of Sylvia Duran, the Mexican employee of the Cuban Embassy in Mexico City who dealt with Oswald there in the fall of 1963. At issue is "ODYOKE (U.S. Govt.) freedom of action on entire question of PBRUMEN (Cuban) responsibility (for the assassination)." That can be read as "White House freedom of action".

4/13/63 cable from John Tilton, JMWAVE to Director: "Crimmins agreed he would take action soonest insure that word of payment (of 2506 Brigade payments for one more month) would reach community 13 April. Believe Crimmins plans handle this matter via Ruiz Williams...Have alerted Crimmins to fact that payment will most likely be interpreted within non Brigade sector of exile community as "baksheesh" (a bribe) designed (to) withdraw support from AMBUD-1 in current dispute with ODYOKE. Crimmins indicated he well aware (of) this probability." As shown in http://www.maryferrell.org/showDoc.html?docId=11857&relPageId=534&search=cottrell - Crimmins was Miami coordinator of Cuban Affairs at the time and became the head coordinator on 6/1/63. In his book Cuban Missile Crisis (p. 155), Carlos Lechuga (AMLAW-3) writes that Sterling Cottrell had made Crimmins the liaison with the Cuban exiles in Miami.

9/16/63 dispatch from Chief, JMWAVE to Chief, Special Affairs Staff: "...With respect to the infiltration of personnel into (Cuba)...CISNEROS said that the AMBANG organization had been given the "green light" by ODYOKE, but by a component thereof other than KUBARK (CIA)...CISNEROS replied that that the AMBANG organization had all the necessary resources for immediate action against (Cuba) through ODYOKE and ODACID." This can be read as "the White House and the State Department."
