This 1993 CIA document lists various crypts and their definitions. ODACID is identified as simply "State"
This cable states that "Latest Hdqs info was ODACID report dated May 1962...", shows the identification of ODACID as the U.S. State Department. It also is a fascinating example of pre-assassination misinformation about Lee Harvey Oswald being communicated within the Agency itself.
104-10298-10146: DISPATCH - KUBARK HAS PARTICIPATED IN ODACID CONFERENCES
This 11/19/62 dispatch notes that "KUBARK (CIA) has participated in ODACID (State Dept.) conferences held for the purpose of formulating ODYOKE (U.S. government) policies with regard to PBRUMEN (Cuba). This appears to be Bill Harvey fighting to keep CIA control over many of the essentials of US policy on Cuba. One of the last Harvey memos we see before his late November 1962 memo to Helms discussing his belief on how Cuba policy should be conducted before TFW was reconstituted to SAS and his departure for Italy in June 1963.

1/3/63 memo from TFW/PA-PROP John S. Tilton re proposed visit by Manuel Artime to Panama City for celebration of Jose Marti anniversary. ODACID concurs but asks request WAVE inform AMBUD-1 prior to sending invitation. Advise HQ if AMBUD-1 offers objection.
