104-10107-10135: HERBERT ITKIN

1950-1966: Thomas L. Roberts informed to the FBI on the Labor Youth League in Boston from 1950-55; June 1956 he became an FBI informant on the National Lawyers Guild in New York City. In August 1961 he became approved to be a CIA staff agent. In 1963 he resigned from his law firm. At p. 2: In November 1964 he was "assigned for Cover to the Radio Corporation of America legal staff where he remained until March 1965 and then went to Dakar." Also see 104-10107-10132, p. 8: "Dec. 1964-Mar 1965 - Roberts worked on the legal staff, International Division, Radio Corporation of America, working on African problems. This was a cover assignment arranged for him by CCS. When he departed for Africa, he had a stand-by retainer with RCA to represent them in Dakar. In addition, he had retainers from Pan Am and Pepsi Cola." At p. 3: "The most critical aspect would appear to be the knowledge or suspicion that Itkin may have known about Roberts' affiliation with CIA...One of the questions to be answered by LPGLOBE personnel is whether or not Roberts reported his activities with Itkin in Geneva, Switzerland, in March 1966."

104-10107-10084: DEBRIEFING RE ITKIN

3/4/69 Memorandum for the Record by CIA's Assistant Ceneral Counsel John K. Greaney re Thomas Lee Roberts: "Messrs. Ward Greene, Office of Security, Kenneth Heinonen, LPGLOBE case officer, and I arrived in Frankfurt, Germany...and a representative of the Frankfurt Base." Roberts was brought to them from a Dakar safehouse. At p. 5: "On 2/24/69, I discussed with Mr. David Murphy, Chief of Station, Paris, the possible exposure of Roberts in the event Herbert Itkin is tried in the New York state court. I explained how Roberts had been a law partner of Itkin but as a result of our debriefing in Frankfurt we had concluded that Roberts was not involved with illegal activities with Itkin since Roberts has been employed by CIA. Mr. Murphy appreciated being briefed on the complicated case but indicated that he was anxious for Roberts to arrive in Paris for his operational assignment in view of the priority need for his services in penetrating certain leftist organizations."

104-10107-10070: DISCUSSION OF ITKIN'S NEW YORK LEGAL DIFFICULTIES

3/26/69 Memorandum for the Record by CIA's Assistant Ceneral Counsel John K. Greaney re Thomas Lee Roberts: "On 3/25/69, a meeting took place in Mr. Warner's place attended by Messrs. Milligan and Heinonen of CCS/LPGLOBE, Mr. Jack Geaslin, Chief, European Division/France, Mr. Warner and the undersigned, to discuss the ramifications of Thomas L. Roberts' assignment to Paris." A plea deal for Herbert Itkin in the New York criminal courts would eliminate the exposure of Roberts' CIA connections at trial. Roberts stated to his knowledge Itkin was not aware of Roberts' CIA involvement. When asked if there was anyone who could go public with Robert's involvement with the French Communist Party elements - it was concluded that Ray Rocca of the CI Staff "would be in the best position to evaluate that aspect, and his counsel should be sought on that matter."
