Said he heard on radio Rodriguez picked up in connection with assassination and he Mexican." Previous page has Scott's handwriting: "To do memo of conversations of this date with Echeverria. I advised Lic. Echeverria that the Rodriguez Molina arrested in Dallas had nothing to do w/Kennedy assassination." 12/11/63, from Legat, Mexico to Director, FBI: This introduction to the letterhead memo states that the "confidential source abroad mentioned on page 1 and on subsequent pages is...Luis Echeverria, Acting Minister of Gobernacion. 9/25/64 cable from Mexico City to Director, IMMEDIATE DIR slugline RYBAT GPFLOOR: "...Only remaining hope would appear (to) be to get ASCHAM/Allen Dulles prevail on (Warren) Commission not only retouch background in photos but also retouch face to degree obviously not identifiable with Ruby but also not with actual subject of photo. If neither suppression nor actual alteration possible, station plans evacuate LIMITED, LILYRIC, LICALLA, recent LICOWL installation and LIMESA properties of all gear on phased basis beginning with LIMITED 25 Sept and other 26 and 27 Sept. Scantling and Gerende, who stand (to) be personally compromised in any serious police investigation, being consulted 25 Sept for advise (sic) on best way approach base house keepers with least amount of alarm and greatest assurance. This will have to be played by ear depending on personality (of) individuals concerned. All will be assured (of) maximum efforts (to) prevent any official investigation through top level intervention...At first sign (of) official protest station (is) prepared to approach LITEMPO-4 and LITALK-1 on principle that knowledge of coverage preferable there to grass roots level of police...object is to prevent any actual arrest (of) base house keepers or domestics on theory that once in station house and subject(ed to) usual police methods here they would likely tell all they knew or suspected..."
