This first time Mexican labor group has made such public statement. Good press coverage. Forwarding clips laterally for relay. FYI: Meeting partially subsidized by station through LITEAR-1 and statement was in return for LITEAR-1's 'contribution'."

This cable states "have requested approval recruit and make LITEAR-3 witting LITEAR operation, suggest however plan use outside station asset such as LIHUFF-1/Alfonso Rudolph Wichtrich as cutout rather than Primack directly, will advise soonest."
