10/08/63 cable MEXI-6422 from Mexico City to Director: "Subj returned Mexi 5 Oct and will remain here through May 64. Related that LISTEED-1 in contact with (FBI) San Diego once or twice weekly reporting on developments of Rita Bachrach's cultivation of her. Apparently, (FBI) believes cultivation is for possible clandestine objective. Fortunately, Mexi has no immediate ops problem since subject's KGB case officer still on home leave with ETA Mexi circa end Oct. However, must have policy soon from Headquarters on exactly subject tells Kuznetsov re Bachrach. Other than above, plan have subject continue normal pattern with Kuznetsov, gradually plausibly highlighting fact that LISTEED-1's San Diego salon progressing well, and that Subject can travel (to) San Diego without problem."

10/29/63 cable MEXI-6709 from Mexico City to Director: "Direct Headquarters attention (to MEXI-6708) reporting Kuznetsov's return Mexico. Subject fighting (in the) vicinity (of) Mexicali 3 November, will make brief visit (to) San Diego (to) see family, suggest (FBI) be advised." .

11/01/63 cable DIR 79924 from Director (at extension 5940) to Mexico City: "(FBI) has been advised of Kuznetsov's return and Subject's coming trip (to) San Diego. Also that Mexi plans WAVE (to) have Subject meet Koz, gradually highlight (the) ease of travel across the border. Situation re beauty salon. (FBI) has no objection (to CIA) plan below re Bachrach...Mexi wants HQ considering developing Subject as Soviet support asset, not spotter or recruiter...Difficult to say where Bachrach fits in if at all." "WH comment: (Mexi) requested guidance on what LISTEED-2 should tell his Soviet case officer re alleged cultivation by leftist oriented woman in San Diego."

11/16/63 cable MEXI 6919 from Mexico City to Director: "(Three hour meeting)...Sov demeanor extremely friendly, during dinner consumed four double tequilas which in contrast (to) past practice of beer or two...Sov relayed warmest regards of former case officer Nominov to LISTEED-1 and Subject. Quizzed subject re progress beauty salon..." Told him salon was in debt. L-2 led to believe Soviet embassy could give him work.
