In Dirk Kruijt's book "Cuba and Revolutionary Latin America: An Oral History", Ramiro Abreu is described as a member of the Central Committee of the Castro government who spent more than thirty years of his professional career as the Cuban overseer of the Central American guerrilla forces in El Salvador, Guatemala and Nicaragua. 3/4/66 cable from JMWAVE to Mexico City, slugline KAPOK TYPIC AMKNOB AMLASH: "AMKNOB-1 SHORTWAVE MSG TWO dated 24 Feb received 3 Mar. Am in Room 510 Sevilla Hotel. Forgot mention LIRING-1 asked if (I) had heard that assassinations being planned against (Government of Cuba) officials especially Fidel Castro and whether assassinations would be attempted (in the) middle (of) this year. I replied no. LIRING-1 also told me maintain my Mexican contacts and friendships. LIRING-1 pleaded strongly for me to obtain info re Mexi activities by 3 March. Claimed had not had info on Mexi situation since my last report submitted November 65. Will pass report based generally on Nov report unless receive orders to contrary. Re LICOMET-2, in whom LIRING-1 so interested, will say have not been able develop any info. Will press for $200 due me. If not forthcoming, will threaten quit. Certain they will not let me go. WAVE plans send Dorenfest MEXI to meet AMKNOB-1 just prior LIRING-1 return from Havana."

104-10234-10404: DEBRIEFING OF ASSET ON SITUATION IN CUBA

3/9/66 meeting between LIRING-1 and AMKNOB-1, slugline RYBAT TYPIC AMLASH AMKNOB ZRPERUSAL AMROD: "AMKNOB-1 arrived WAVE 8 March and debriefed latest meeting with LIRING-1...(at their meeting L-1 told A-1) we have received three urgent messages from Havana for you to go ASAP to Miam..iwe must learn more about (Artime's big plan)...formal requirements levied by LIRING-1: 1. See Artime personally, talk to him and his people; 2. What are his contacts, plans...(how can) Cubela commit treason and work for CIA after criticizing CIA so much." Marginalia then states, "This sounds as tho Cubela had made a deal with Fidel, doesn't it?" Conversation turned to Ordoqui who was imprisoned, LIRIING-1 told AMKNOB-1 it was very possible that Ordoqui was a CIA agent in response to A-1's "joking" question as to whether he was. (Note: Ordoqui was set up by the CIA as part of the AMROD operation). LIRING-1 asked AMKNOB-1 to report soon on Artime, and stated "possible that this business re Artime being in disgrace is smoke."

3/12/66 AMKNOB-1 reports on further events since his arrival. Slugline KAPOK TYPIC AMKNOB AMLASH "Request approval pass LIRING-1 following info collected thus far by AMKNOB-1 WAVE area since arrival per ref 8 Mar...from Alfredo Borges Castaignet (201-347593): Had lunch with Borges 10 March. Had not sold any (of) my paintings but assured he would ASAP. Said Artime had come Miami (in) order (to) rebut Fidel's accusations (of) his involvement (with the) Cubela group. Borges' opinion is Artime never had personal contact with Cubela as charged and entire affair (is a) comedy invented by Fidel as excuse (for) further purges...said Artime asks re me (AMKNOB-1) often, wants me (to) paint pictures for him...(Osiel Gonzalez said)(CIA) now assisting Orlando Bosch, head MIRR, with money, other aid. MIRR now has friendly relations with (CIA). Said Masferrer has worked for (CIA) for years. Had plan, aided and abetted by (CIA to) invade Haiti, overthrow Duvalier then use Haiti as base ops against Cuba. Invasion planned late Feb 1966 but postponed again."

3/15/66: "...propose pass following to LIRING-1 collected solely by AMKNOB-1. Also propose passing info...solely WAVE-supplied material...(Oseil Gonzalez) said SNFE could assassinate GOC ambassadors, embassy officials, G-2 men, everyone who outside Cuba, especially Mexico and Canada, but travel funds lacking...(WAVE comment: Plan have AMKNOB-1 express solicitous concern (for the) security (of) LIRING-1 and other GOC personnel abroad as result Oseil claims.)...Oseil said Faure Chomon is due to be arrested shortly and will get same treatment as Cubela."

During January 1966, Ramiro Jesus Abreu Quintana was a Cuban IS officer at the Cuban embassy in Mexico City. He was informed of a plot to kill Fidel Castro. (probably the AMLASH plot).

104-10163-10087: CIA FILE ON BUESA, MANUEL ARTIME.

1/24/67 cable from Barry Carew, WH/COG/CICS to Mexico City, slugline TYPIC LISASSY/LIRING: "HQS case officer (Growery) in process contacting AMBIDDY-1 to request he not correspond with LISASSY-1 on this operational matter...do not wish interrupt personal relationship or exile org business because it one reason for LIRING interest (in) LISASSY-1, and LISASSY-1 and AMBIDDY-1 will talk to each other anyhow."

3/4/67: Questions were put to the suspect (Angel Ronaldo Luis Salazar) by Third Secretary Ramiro Abreu about the assassination of President Kennedy. (Page 4) The specific questions included whether he knew a Comandante Ferrer, and what he knew about JFK's assassination.

3/10/67: Luis Salazar said Abreu asked him if he knew Bernardo Torres. Miami, who was investigating the assassination. Also asked if he knew Sergio Fiallo. Salazar responded that he knew neither person. Abreu said that Oswald was a good shot, and that he knew this because he knew Oswald. Also see 124-10158-10358, which addresses the redactions that follow: "CIA Station (Protect) indicates Abreu not assigned to Mexico City at time of assassination...suggest (Angel Ronaldo Luis Salazar) be thoroughly reinterviewed concerning this aspect of his story inasmuch as lack of secure conditions prevented Legat and CIA representatives from interviewing him exhaustively..."

104-10009-10011: STATEMENTS MADE BY ABREU, CUBAN INTEL OFFICER IN MEXICO CITY AND BY HIS ASSISTANT MASTRAPA RE OSWALD AND THE ASSASSINATION

3/13/67: MM T-1 (probably Luis Salazar, above) says that he was questioned by Abreu about the JFK shooting, but that he had no real opinion. Abreu then told him that "personnel at the Cuban Embassy in Mexico knew Oswald and that Oswald was not as good a rifle marksman as the FBI believed he was. Abreu said that Oswald and persons from the Cuban Embassy had gone shooting on the outskirts of Mexico City and a sixteen year old Cuban outshot Oswald." Abreu's secretary Araceli Mastrapa said that it was her understanding that Bernardo Torres had developed evidence showing that a Cuban refugee group had shot JFK. The Cuban officials offered no special knowledge about the assassination itself...Bernardo Torres has been described in the press as a Cuban private investigator in Miami who has been assisting District Attorney James Garrison of New Orleans in the latter's investigation of the assassination."

104-10266-10138: FOLDER ON LIRING-3.

1968: LIRING-1 is consul at Cuban embassy in Mexico City as of 1968. (p. 146). LIRING-4 had been secretary to LIRING-1 back in 1965. (p. 132). 9/27/68: LIRING-1 and LIRING-2 were going home that year, with a new consul replacing LIRING-1. Apparently, LIRING-1 was a consul in the Cuban Embassy in Mexico. (p. 146) Jan. 1966: "In letter LIRING-1 expresses his hope of meeting AMKNOB/Pedro Fedeli Medici in Prague where LIRING-1 has to go on business next month (Feb. 1966). LIRING-1 then asks AMKNOB to write or better cable him "to the House of Amadeo" saying whether he can make meeting." (p. 110 of 401)...(see 104-10181-10290: Possibly a reference to Guillermo Ruiz's Communist relative Amadeo Lopez). See 7/20/66: "LIRING-1 said situation in Vietnam was serious because North Vietnamese were going (to) shoot American airmen and as a consequence this would escalate war there. (p. 198); Rowton on 7/20/66 in meeting with Jurado determined that the statement was made by Abelardo Curbelo Padron in the presence of Ramiro Abreu Quintana and Jurado...Curbelo made statement rather than Abreu who recently returned Mexico City from Havana." 9/27/68: LIRING-1 and LIRING-2 were going home that year, with a new consul replacing LIRING-1. 4/28/69 letter from Julio Antonio in Guatemala to LIRING-1: Asked LIRING-1 to send some money to his new wife Liz while he is at the farm. Suggested sending the money to "Dona Luisa".
