Cryptonym: LIMASK-1
AMSTET-1 was Jose Antonio Garcia Lara, often known as Antonio Garcia or Nico Garcia, commercial attaché in the Cuban embassy during 1962-63. AMSTOKE-1 was Pedro Lucas Roig Ortega, often known as Lucas Roig, assistant commercial attaché at the Cuban embassy until his defection during June 1962.
A cable in December of 1963 stated that AMCHITTER-1 was previously LIMASK-1. A cable in July, 1959, described AMCHITTER as a "person with good Nicaraguan exile contacts." Also, in December of 1959, AMCHITTER (hence LIMASK-1) was described as a "person with good contacts in the Cuban Government" (see AMCHITTER crypt).
LIMASK-1 was the source of a dispatch from Mexico City in July of 1960, which stated that Saviur Cancio Pena would provide the cartoons for the Rescate newspaper, which would probably be the mouthpiece of the FRD in Mexico. A FBI report in 1955 stated that Salvador Pena used the pen name Saviur Cancio Pena. Another FBI report in 1959 mentioned Salvador Cancio Pena was a CIA informant, and appeared to have connections with Nicaraguan matters. A CIA report in 1964 on Cuban Intelligence in Mexico stated that "Cubans who function with the CIA, activities of Saviur Cancia Pena and Enrique Hernandez, other elements that work with the CIA." Could LIMASK-1, a close Azcue contact, lead to the identity of 201-754938, a close Azcue contact? See 104-10163-10140, and the more than sixty contacts that individual had within the Cuban community. 6/22/60: "(On 6/22/60)...Manuel Antonio Varona/AMHAWK, Manuel Artime Buesa/AMBIDDY-1, Jose Ignacio Rasco/AMPALM-5, and Justo Carrillo Hernandez/AMWAIL-1...held a conference at the Hotel Luma in Mexico City, at which time they issued a manifesto announcing the formation of the FRD...the manifesto outlines the objective of the FRD as the creation of the Front which will include all groups of Cuban exiles, with the exception of leading elements of the Batista government, in an effort to remove the Castro government from power in Cuba. Shortly after issuing the manifesto, the four leaders returned from Mexico to the United States, leaving Roberto de Varona, brother of Manuel Antonio de Varona, and Gabriel Aurioles to handle the opening of an office for the FRD in Mexico City. 07/22/60: Dispatch from COS, Mexico City to COS, Habana: "SOURCE: LIMASK: 1. Forwarded herewith for addressees are copies of Rescate, which will probably be the mouthpiece of the Frente Revoucionario Democratico (FRD) in Mexico. It is expected that Rescate will be published about every 10 days. 2. Francisco (Unintelligible) and Juan (Unintelligible), Cuban writer, are responsible for its publication. Saviur Cancio Pena will provide the cartoons. Willard C. 11/18/60 dispatch from Chief of Station, Mexico City to Chief, WH: "Attached is a report in Spanish dated 30 October 1960 re subject received from Roberto de Varona Loredo, an executive member of the AMRASP Mexico City delegation. The report was received by Varona from Mario Alfaro Alvarado, Nicaraguan soldier of fortune, who in turn received it from one Jose Puebla. The report was prepared in connection with efforts of the Varona brothers to establish a military training camp in Mexico..."
1962: Active in the GYROSE (routing indicator for Task Force W's internal communications within the CIA regarding Cuba) Debriefing Unit with LITAINT-7 (Antonio Montanes) of AMBUD (Cuban Revolutionary Council - CRC) and LITAMIL-5 of PUC. All of them answer to AMSUPER-1 (probably Dimas Domingo Figueredo Fernandez).

6/16/62: "On 15 June 1962, AMSTET-1/Jose Antonio Garcia Lara) told LIMASK-1 that embassy very upset (about) AMSTOKE-1/Pedro Lucas Roig Ortega defection. Said Ramon Cuenca particularly worried and that Manuel Vega Perez/AMPOON-1 who in charge (of) security also on spot."

Progress report written in about 1962 by an unknown CIA officer: "The station's best chance of getting worthwhile information from REDACTED in the near future seems to be AMSTET-1/Jose Antonio Garcia Lara, who works in the same REDACTED as AMSTOKE-1/Pedro Lucas Roig Ortega did formerly. While assessments of AMSTET-1 have not yet indicated that a proper pitch can be made to him, he is for all practical purposes already furnishing much information of value to LIMASK-1, a veteran (CIA) agent who is in intimate contact with him."

8/6/62 memo from Mexico City to Director: "On 5 Aug LIMASK-1 made contact with AMSTET-1 who told him that he returned MEXI with orders (to) take over commercial activities from Ramon Cuenca Montoto. AMSTET-1 expecting Cuenca when LIMASK-1 arrived so meeting short. AMSTET-1 told LIMASK had great deal (to) tell him. Said could not see LIMASK-1 6 Aug as would be with Cuenca all day re transfer authority etc. Next LIMASK-1 meeting 7 Aug."

09/19/62: Cable from Mexico City to Director (Ousler Acting): "1. On 16 Sep 62 AMSAIL-1 met Ramon Cesar Cuenca Montoto at Cuenca's home and obtained his agreement in principle to cooperate. Meeting arranged by (FNU) Rossell Comas, good friend of Cuenca's and LIMASK, who unaware A-1's previous contacts with Cuenca's wife Gloria. Apparently no security problems..."

"On 31 Oct (1962) AMSTET-1 left note for LIMASK-1 saying he was going (to) airport (to) see friend (of) LIMASK-1 off." Elio Perez Moreno was returning to Cuba from Mexico. He had come to Mexico to seek asylum, but he was wrongly suspected to be a Cuban G-2 agent and there were fears that the anti-Castro individuals would kill him.

8/16/63 HMMA-21978 memo from Chief of Station, Mexico City to Chief, SAS: "(A memo) of October 1960 contained a pretty good capsule version of Azcue's usual anti-American remarks. It should be noted that the source of this was LIMASK-1 who dined with Azcue on several occasions and furnished a number of reports on Azcue to the station."
12/16/63: Cable from Director to JMWAVE (Info: Mexico City) (Orig: A. A. Maloney, Unit: C/SAS/MOB): Slugline RYBAT TYPIC LIMASK: "1. Request WAVE contact AMCHITTER-1 (previously LIMASK-1) ASAP and determine his involvement, if any, in reported plan to sabotage Yugoslav ship 'Bar' Vera Cruz or any other planned SAB of Vera Cruz. 2. If determined AMCHITTER-1 involved request STA direct him to cease all participation and forward HQs details AMCHITTER-1 role. 3. Request above info be cabled PRITY."
