11/1/63 memo by Monterrey chief Gerald Gardyne to Chief, WH, HMYA-1997. States that LIGAFF-1 "possesses a photographic copy of (Humberto) Ramos' Communist party carnet (part of Base black harassment which began in December 1962)..."

104-10218-10203 BIOGRAPHIC DATA: LEONOV, NIKOLAI SERGEYEVICH

List of "black" activities committed against Nikolai Leonov during 1963 in Monterrey. Seems likely LIGAFF-1 was involved in some of these events.

10/25/63, HMYA-1991, memo from Monterrey chief Gerald Gardyne to C/WH. Ramon Mirales Garza named as the PRI candidate for mayor for Sabinas Hidalgo. LIGAFF-2 and LIGAFF-3 worked hard to create a solid base for him and to ensure no one would run against him. Mireles told Gardyne he wanted the place known as "the most anti-communist city in Mexico."

Description of the trouble that ensured after fake invitations were sent out for an event at the Institute of Mexican-Russian Cultural Exchange (IICMR) as part of the black harassment against Nikolai Leonov.
