MURO, a right-wing Catholic student group in Mexico. The student arm of the Catholic fascist secret society known as Los Tecos.

Discussion:
This program supported a national Catholic student group that was anticommunist; it considered allying with the PRI (the Mexican governing party); the president's group met biweekly with a station officer. This description is taken from Jeff Morley's book Our Man in Mexico, at p. 121. Morley relies on the source below. LIQUIFIER, the president of LIEVICT, went on to become president of ZRAFRAID/Latin American Information Center before the end of the year. John Judge, Judge for Yourself, p. 54, describes Los Tecos as the Mexican hub of WACL (the World Anti-Communist League). Bill Weinberg, Homage to Chiapas, p. 354, writes that Los Tecos established FEMACO (Mexican Anticommunist Federation) - the Mexican hub of the WACL, after World War II.

May-June 1963 status report: This program supported a national Catholic student group that was anticommunist; LIEVICT president LIQUIFIER met biweekly with a station officer. Two copies of the LIEVICT report went to the KUWOLF case officer. The PRI youth group reached LIEVICT by contacting KMLASKING/World Assembly of Youth, and asked LIEVICT to affiliate with PRI. The station thought the maneuver was done to weaken ties between KMLASKING and LIEVICT.

"In the past, IDEN B has visited Mexico on (KMLASKING/World Assembly of Youth) business without making contact with LIEVICT but meeting leaders of (ZRAFRAID/Latin American Information Center) and IDEN C." 10/21/63 memo re July-August 1963 LIEVICT status report: More than 60 artists exhibited their works at the LIEVICT-sponsored show in Mexico City. 1000 copies of the LIEVICT report were distributed. LIQUIFIER, the LIEVICT president, wanted to resign, but he was convinced to remain until the ZRAFRAID biennial meeting in September. (Unknown what ZRAFRAID was.) From WH/3/Mexico to Mexico City station, 11/19/63: "(REDACTED) arriving New York 20 November from Europe...has requested US Youth Council 165 dollars for ten day visit Glen Falls New York public schools system for study educational program. HDQS prepared to provide LIEVICT funds through KUWOLF-controlled organization if MEXI considers this worthwhile expenditure."

12/6/63 dispatch from Mexico City to Director: "LIHUFF has been very active in student affairs. Activities are principally at the Universidad Nacional Autonoma de Mexico (U.N.A.M.) - National Autonomous University of Mexico. The Movimento Universitario de Renovadora Orientacion (M.U.R.O.), strongly and outspokenly anti-Communist group, has very definitely been one of the most effective groups in the UNAM elimination of Communist-controlled government there. In addition to open debate in classes, in the political campaigns, and in small gatherings, MURO has had a group of shock troops who have demonstrated their willingness to do actual battle against the Communists."

In 1964, a campaign began against MURO, the national conservative Catholic student group. The archbishop of Mexico, Miguel Dario Naranda, denounced the group.

1965: "The objective of this project is to provide for the operational and administrative support for a high-level contract agent, LIHUFF-1, who has access and is a participant in the right-wing political elements and organizations in Mexico; and through one of these contacts, has access to a right-wing student group (principally at the Universidad Nacional Autonoma de Mexico - UNAM)...The Mexico Station makes no effort to justify this project on the basis of positive intelligence disseminations. The information is primarily for background. It is often too sketchy for formal dissemination and is frequently overtaken by public events before a dissemination can be made. LIHUFF-1 meets regularly with and is handled directly by Willard C. Curtis (Win Scott), Chief of Station Mexico...During the past project year LIHUFF-1 has provided the Station with the following general categories of information: 1. Memoranda on leftists or Communist affiliation of members of the Mexican intellectual and official community...2. Information on Catholic Church activities in Mexico, including press clippings on the rightist student action group...MURO (LIEVICT) active at the...UNAM, the Universities of Puebla, Guadalajara and Michoacan...In August 1965, Chief PBSWING (American Embassy) asked for a complete report on 'Los Tecos', a right-wing secret society of which MURO is a student arm. This information was required by Chief, PBSWING to make a decision on the application of the Universidad Autonoma de Guadalajara (UAG) for certain U.S. Government-sponsored monetary grants of several hundred thousand dollars to be used for development of this anti-Communist University which is competitive with the Communist dominated University of Guadalajara; 3. Anti-Communist publications from LIHUFF-2's right-wing research center and MURO student publications..." 1968: "Via LIHUFF-1 Mexico City station can instigate large controlled demonstration by MURO students and their contacts among Mexicans in other occupational and social categories. Although MURO student organization is traditionally rightist, station can ensure via LIHUFF-1 that demonstration will not involve rightist action and that demonstration will not be identified as a MURO operation."
