Will obtain in addition to appropriate clearances approval ODACID HDQs use following for KUBARK (CIA) directed social cultivation SOVS up to and including introduction to KUBARK staffer or agent: A. LICRUX-1 (IDEN A). B. LICRUET-1 (IDEN B). C. LICROAK-1 (IDEN C). 2. Must have ambassador's approval before submitting ODACID HDQs. PLS discuss case with ambassador confirm concession of LICRUX and LICRUET, obtain approval for LICROAK and cable when received. Tell ambassador HDQs will point out to ODACID HDQs past results and future potential this program."
