104-10100-10261 is relevant in all this - I had access to it, denied right now due to some glitch. Did he know Santiago Garriga, the US State Dept employee who was also involved in creating false visas in 1963 and who is somehow caught up in the assassination story - see the excerpt from State Secret, below. (Note: the statement in State Secret notwithstanding, Garriga is not AMKNOB-1 - further research cleared that up.)

Feb. 1963: Citing Santiago Garriga by name, Julian Sourwine of the Senate Internal Security Subcommittee (SISS) interrogated Fair Play for Cuba Committee chief Vincent Lee during Feb. 1963: "Do you have any knowledge respecting Garriga's involvement in the sale of false Cuban passports?"

During October 1963 Garriga worked with other pro-Castro Cubans to set up a new chapter of the Fair Play for Cuba Committee in Miami.[ 122 ] Not a lot of State Department tax consultants in Miami in 1963 were doing this kind of work. Although it appears that Garriga’s ultimate loyalty was with the Castro government, it’s likely that Garriga’s FPCC activity was designed by Anita Potocki to set up a fly-trap for people like Oswald. Maybe even Garriga himself was considered as a possible fall guy.

10/19/63 cable MEXI 6587, Mexico City to Director: "Request traces...acquired American citizenship early youth, relinquished circa 1930. No living children....Subject is sole REDACTED delegate of ASTA convention Mexi from 21 to 28 October. Allowed travel time due prestige as founder illegible President Caribbean area, and dean all Hava travel agents. Prior notice much of latter. Claims valuable information (illegible) in national post office, especially censorship section. Soviets have assisted anti-Castro people by forging visas." 10/22/63, DIR 77823, Director to Mexico City, ref MEXI 6587: "POA has been requested for use of subject of ref. Will advise CHAP. Please assess subject as completely as possible and attempt determine his motivation for cooperation...prior to his return (Cuba) it is requested that subject be debriefed...will forward (requirements) for collection inside (Cuba) in separate cable. Pls cable date subj expects return (Cuba)." Also see

104-10093-10163: CABLE: MEXI MAINTAINING WATCH FOR SUBJECTS

10/26/63 cable MEXI 6671 from Mexico City to Director, ref A DIR 69900, ref B DIR 69901: "Mexi maintaining watch for subjects Ref A (should MEXI provide this watch list to LICHAP-1 prior to his return to Cuba for possible advance travel info?) FYI: MEXI in touch thru LITAMIL-2 with wife (of) Lt. Enio Leyva Fuentes (LITAMIL-2 was best man at their wedding). Wife resides with two children Mexi, apparently on good terms with Leyva. Station will be alert for info his travel from her, and of possibility persuading her entice Leyva from Cuba for some reason. Concerning ref B: Station has been in contact with LITEMPOS. Problem lies in fact that present backlog of requests numbers thousands, when MEXI government approve visa requests they are not later advised when visas are actually obtained by applicants (during a six month validity period). This information returns to foreign relations MEXI, to which station presently does not have access. Will advise results continued efforts.

10/26/63 cable MEXI 6685 from Mexico City to Director, ref 77823: "...Further meetings with subject currently being held in order determine full motivation. In answer to direct question, REDACTED states 'because I hate REDACTED guts.' Subject will return (Cuba) circa 14 Nov. Meanwhile he will go REDACTED 28 Oct to visit grandchildren and attend ASTA matters including laying on firm invitation for 1964 ASTA Congress. Had valid US visa prior departure (Cuba). Station has attempted persuade subject not take this trip, but he adamant. Points out he has traveled frequently under REDACTED, told (Cuban) officials of his planned Miami trip prior (to) departure. On return from Miami and prior return REDACTED will be trained EW, debriefed as requested ref, and given requirements, provided POA obtained. Re recruitment: REDACTED knew subject slightly in REDACTED station source advised REDACTED staying his hotel while attending Congress. REDACTED met subject (obviously under true name, but not as REDACTED official). During second reassessment meeting REDACTED said 'the kind of things we are talking about now I will only discuss with an REDACTED officer.' Station assures HQS that recruitment in true name by REDACTED official will not be SOP. But this falling plum seemed so REDACTED ripe that spot decision was made to squeeze it." 11/06/63, cable DIR 81037, WH/3/Mexico to Mexico City, slugline PBRUMEN LICHAP, re 201-737640: "...Approve issue LICHAP-1 System 64 for sending and System 56 for receiving SW messages. Following requirements for LICHAP-1 on internal and external travel: A. Identify Soviets, Bloc Nationals, Cubans and other Latin Americans traveling via Aeroflot Hava/Moscow/Hava, and via Czech Airlines and Cubana Hava/?/Hava. B. Describe circuitous air routes used by Latin Americans to travel to and from Hava. C. Cite specific instances and purposes for covert air travel to and from Hava. D. Report any movement of Bloc personnel and Cubans, military and civilian, via Bloc ships to and from Hava. E. Report movements of Cubans and other nationalities via Mambasis lines to Europe, Canada, British Guiana and Mexico. Is source aware when such movements of personnel involve covert or clandestine mission?"
