7/17/63 cable from Mexico City to Director, MEXI 5412: "Much impressed with Horsfall. Transcription tests very satisfactory. Believe linguistic capability and experience buen (sic) and bang qualify him exceptionally will (sic) for LICAPER supervisor or LIENVOY if it continues. Appears capable adapting Mexican peculiarities and not averse being cut off from official colony. Main question one of timing. Know he eager return here and get settled...can guarantee keeping him busy doing PBBAND translations for LITENSOR and LIENVOY (Cuban) tapes which would (be removed) from LIENVOY for this purpose. We are told SAS wants these verbatim which LIENVOY present staff cannot handle. Station requests therefore return Horsfall here soon as feasible...(when new Presidential candidate named in early October) Horsfall's status would change from tourist and household effects could be brought in..."

7/18/63 memo from Charlotte Bustos to Mexico City: "Request station discuss possible one year extension with (Arnold) Arehart (Note: basehouse chief Charles Flick)> KUDOVE career service has approved. If this not acceptable, request he extend til December when LIENVOY and LICAPER futures will be determined per MEXI 5412. At present no handy replacement for Arehart. If LICAPER cannot be implemented, Horsfall can replace Arehart. Cable decision (to) Arehart. In view station stand on LICAPER stated MEXI 5412 should HDQS withhold requisition for new LIENVOY equipment until notified by station? Will cable later re Horsfall ETA."

7/25/63 memo: "Station has been considering moving the tap center for security reasons since June 1962, in view of the fact that the present basehouse has been used for three years. Station also desires to provide the new center with more mobile equipment. Old equipment will be used in a new telephone tap operation (LICAPER)."
