CAVATA-17: Cryptonym for Erich Wenger as Liaison contact at BfV..." As stated in the description for LfV, The Internal Security Service was the West German equivalent of the FBI.

Also do not feel it necessary contact CAVATA chief in response routine working level CAVATA query. This may be attempt on Willms part to find excuse visit CAVATA chief. 2. If this routine CABEZONE case feel stage I debriefing and assessment which normally passed CAVATA will satisfy latter's needs. 12/4/63 cable from Hamburg, CIA to Director: "Stefan Knibba...apparently defected from Polish fishing trawler (in) Sweden May 53, screened by (CIA) Sweden and Frankfurt but never used. He dropped Jan 54 as inept and handling and control problem...no record subject from Oct 55 to June 60 when traced by KUENAST (West German Security Service) who suspected Subject of Eastern Intel activity. Subject picked up 12 Oct 61 in Cuxhaven for KUENAST interrogation...Subject tracked by A-2 July 59; traced by 513th July 60; 513th dropped interest Aug. 60. BEVISION/Michal Goleniewski (according to John Newman, the one who initially spurred CI chief Jim Angleton to begin his molehunts) used Subject name and his West German passport for illegal (Polish Intelligence Service) trips to West. (Goleniewski) not aware of Subject had returned (to the Federal Republic in) 59 when he informed (of his) expressed opinion (that) Knibba (was with Polish intelligence)..."
