7/20/60 memo HAVA 5390 from Havana to Director, priority: "Special chartered Cubana airline flight piloted by Captain Raul Martinez leaving Havana approximately 1500 hours 21 July on following flight: Hava to Camaguey to gas up, then direct to Santa Maria (Azores) to Brussels to Prague. No info on whether flight will continue Moscow to pick up Raul Castro Ruz or whether Castro plans meet plane Prague. Vilma Espin definitely one of passengers...If HQS has any special requirements for Raul Martinez, Hava station contact, he can be contacted in Brussels or Cairo by any American case officer using name Mr. Hope and identifying himself as friend of Bill Murray. Martinez speaks fluent English..." See page 6, on routing slip of 1/17/75: "T discussed this with DCI who suggested that as the overall subject had been dealt with and a clear policy issued, this additional aborted case should merely be filed in your records on this subject." Does station feel offer of subj ref might be based on motivation sufficient to incur risks in arranging accident during return trip. HQS would be willing offer payment after successful completion of ten thousand dollars or could meet a reasonable demand in excess of that. Could also arrange rescue facilities for subj at a prearranged location. Subj would not be given any advance payment or other evidence ODYOKE/US government involvement in event provocator. Station may at discretion contact subj to determine willingness to cooperate and his suggestions on details..." Marginalia at bottom of memo, with asterisk: "Probably Edward H. 7/22/60 cable HAVE 5396 from Director to Havana, operational immediate, slugline RYBAT JMNET: "Subj of REF A (DIR 40923) contacted by station prior to departure of flight. Subj willing to take calculated risk but limited to (following) possibilities which can pass as accidental: A. Engine burnout on takeoff to delay or harass trip. B. Vague possibility water ditching approx 3 hours out from Cuba. Subj. rules out engine failure in flight due imminent danger fire and lack opportunity save any passengers or crew. Doubts ability effect puncture of tire since plane will be under guard. Doubts ability perform real accident without endangering lives of all on board but willing attempt harassment if opportunity present. Subj believes violence likely take place Cuba after 26 July and asks only that he can make inoperative the plane that he and two or three other crew members be provided tickets for return Cuba. He believes that if real trouble breaks out main passengers and others will refuse return thus wanting assurance he can return. Subj briefed for possible contact Cairo basis ref B (HAVA 5390) at which time instructions or added requirements can be given him. Subj will be closely watched by Cesar Alarcon, co-pilot on trip who also Cubana airline chief of ops, president of pilots association, captain rebel air force, and devout communist...Chief of Station comment: Headquarters was interested in possible removal of top three leaders in Cuba."
