A cable by John Whitten, Chief, WH/3, on November 29, 1963, stated that "on 4 November 1963, a U.S. Army PFC Eugene B. Dinkin...about 24 years old, went AWOL from his unit, HQs company, U.S. Army general depot, Metz, France. He was scheduled for a psychiatric examination that same day. He apparently entered Switzerland using a false army identification card with forged travel orders. On 6 and 7 November 1963 he appeared in the press room of UN office in Geneva and told reporters he was being persecuted. He also wished to alert the world to the U.S. Government 'propaganda campaign.' Army reports show that he voluntarily returned to his unit in Metz on or about 11 November 1963. Around 26 November 1963, after President Kennedy had been assassinated, a Geneva journalist named Alex Des Fontaines, stringer for Time-Life and correspondent for Radio Canada, was reported to be filing a story to the Paris office of Time-Life recounting Private Dinkin's visit to Geneva and quoting Dinkin as having said that 'they' were plotting against President Kennedy and that 'something' would happen in Texas."

Author Noel Twyman identifies Eugene Dinkin as a cryptographic code operator. stationed in Metz, France, with a very high crypto clearance in 1963. Such a clearance is the highest given by the military.

October 22, 1963: According to Russell, Dinkin's lawsuit states he wrote a letter to RFK stating "a warning that an attempt to assassinate President Kennedy would occur on Nov. 28, 1963; that if it were to succeed, blame would then be placed upon a Communist or a Negro...believing that the conspiracy was being engineered by elements of the military, I did speculate that a military coup might ensue..." Dinkin wrote later that he thought it would happen on a "semi-religious holiday" like Thanksgiving. He said he never heard about a specific date.

11/7/63 CIA memo, "most info from INTARZAN-1 - Subject is Eugene B. Dinkin...24 years old, AWOL from HQs company, U.S. Army General Depot, Metz, since circa 4 November subj scheduled for psychiatric exam 4 November. Apparently he entered Suiss using invalid ID card and forged out of date orders. Went to Geneva where 6 and 7 November contacted number (of) newsmen at United Nations Press Room, gave story he being persecuted, also wished (to) alert world to (US) propaganda campaign...4. USIS GNVA officer informed ARMATT (GNVA base also got same story INTARZAN-1) that 6 November he approached by person who identified self as Michael K. Bowers of 78th Sou (or possibly Sov) USAGA, APO 742, NY 17 NY, stationed BRLN, and inquired re job possibilities. When USIS officer queried by ARMATT 7 November he speculated Bowers possibly identical with SUBJ. Check with newsmen re physical description showed this possible but not necessarily so. Thus possible Bowers did not make legitimate query while GNVA on leave. 5. DIR. Among persons who talked to SUBJ were Alex Des Fontaines and INSULIN-1, who apparently then tried contact ARMATT Bern to report matter to him. Info re INSULIN-1 role from INTARZAN-1...7. DIR. Advise any action desired. 11/26/63 - BERN 2495, states something like "blown Oswald 201" . Re: BERN 2397: "Afternoon 26 November INTARZAN-1 reported to Geneva base that Alex Des Fontaines, Time-Life stringer and correspondent for Radio Canada, was filing story to Time-Life Paris office referring to appearance of (Dinkin) at Geneva. His wild tale but amazing coincidence that (Dinkin) had mentioned that (unidentified) 'they' were plotting against President Kennedy and that 'something' would happen in Texas. To keep matter in same channels as previously used INTARZAN-1 was instructed pass above info to Armatt, adding that he had also notified Middaugh at Geneva. Armatt and COS Bern conferred re subject report. Armatt (Army Attache) decided that in view sensitive subject matter and to avoid any possible criticism from ACSI he would cable 'Bluebell' report to ACSI re incident. COS indicated would also inform KUBARK (CIA) HQs...5. INTARZAN-1, Armatt (Army Attache), GNVA, Bern still assess SUBJ story as fabrication by unbalanced person. However reporting incident in order HQs or PARI not be caught short in event any queries. CS Comment: *Forwarded information on PFC Eugene B. Dinkin. **Forwarded further developments on Dinkin and Bowers case. ***Armatt stated that information from Provost Marshal Metz area indicated that Bowers returned to military custody, apparently voluntarily, circa 11 November."

Circa July 1975: Memo from George T. Kalaris, Chief, Counterintelligence Staff to Office of General Counsel (ATTENTION: Emile L. Julian): SUBJECT: Eugene B. Dinkin v. Department of Defense and Central Intelligence Agency: REFERENCE: Your Memorandum to the Associate Deputy Director for Operations (OGC 75-2491), dated 8 July 1975, subject as above: "1. Your memorandum was referred to the Counterintelligence Staff for action. In it you inquired about the existence of any files or records on Dinkin. 2. Attached are copies of all pertinent documents and cables concerning Eugene B. Dinkin. These are part of the personality file on Lee Harvey Oswald, and are thus readily available at any time. There are no other references to subject in the DDO records system. Please note that the document with the source symbol and number, XAAZ-17618, dated 19 May 1964, is also Warren Commission Document No. 943. 3. Any proposed use of the attachments or the information contained in them will require coordination with this Staff, which will of course want to sanitize them." Attached were 5 documents.
