By chance during visit Graham with INTEGRITY-1 latter's office 1530 hours Monday 12 Dec INTEGRITY-1 received phone call from Leopoldville from a FNU Hofhuis. 2. Hofhuis told INTEGRITY-1 he had his possession check signed by Georg F; Reiner for Swiss francs 12,000. Also has letter credit payable Reiner and said Reiner gave to him for security until check paid. Hofhuis asked INTEGRITY-1 if he would pay check. While holding Hofhuis offer end phone INTEGRITY-1 asked Graham for instructions. 3. Under circumstances Graham told INTEGRITY-1 to stall Hofhuis by telling Hofhuis would phone him at LEOP 2839 (which number supplied by Hofhuis) and say if would pay check. Hofhuis said would wait exactly 24 hours for INTEGRITY phone call. 4. Hofhuis would not tell INTEGRITY why he had Reiner's check and letter credit. Hofhuis said Reiner staying hotel Astrid. 5. Request immedaite advice on whether or not INTEGRITY-1 should tell Hofhuis he will pay check bearing mind letter of credit is irrevocable and INTEGRITY-1 obliged pay face amount even if check honored..."

HARVARD (1951-65 - was designed initially to provide safehouse and operational aid facilities for CIA activities in Germany. In 1952, the HARVARD mission was expanded to include the rehabilitation and resettlement of defectors, agents, and agent-trainees) had also hoped that INSTRUMENT-17 might have details of the ICEM mechanism which would be desirable to know lot (unintelligible) of this type, especially since a slip-up might cause embarrassment for KUBARK (CIA), ODIBEX (U.S. Army) and the Federal Republic...9. HARVARD had felt that Charles F. Hordwin's personal friendship with INSTRUMENT-17 might result in much more additional information regarding the above than would be the case with a meeting between Orme K. Daronnat and INSTRUMENT-17 alone. Hence CA (unintelligible) cable 7283 to Geneva. 10. It appears Hordwin's presence is no longer required heretofore it is requested that, if INSTRUMENT-17 is in a position to supply the (unintelligible) of 'inside ICEM' information HARVARD needs, an appointment be made with INSTRUMENT-17 for Orme K. 11/7/63: Cable from Bern to Director: INK ODIBEX: "most info from INTARZAN-1 - Subject is Eugene B. Dinkin...24 years old, AWOL from HQs company, U.S. Army General Depot, Metz, since circa 4 November subj scheduled for psychiatric exam 4 November. Apparently he entered Suiss using invalid ID card and forged out of date orders. Went to Geneva where 6 and 7 November contacted number (of) newsmen at United Nations Press Room, gave story he being persecuted, also wished (to) alert world to (US) propaganda campaign...4. USIS GNVA officer informed ARMATT (GNVA base also got same story INTARZAN-1) that 6 November he approached by person who identified self as Michael K. Bowers of 78th Sou (or possibly Sov) USAGA, APO 742, NY 17 NY, stationed BRLN, and inquired re job possibilities. When USIS officer queried by ARMATT 7 November he speculated Bowers possibly identical with SUBJ. Check with newsmen re physical description showed this possible but not necessarily so. Thus possible Bowers did not make legitimate query while GNVA on leave. 5. DIR. Among persons who talked to SUBJ were Alex Des Fontaines and INSULIN-1, who apparently then tried contact ARMATT Bern to report matter to him. Info re INSULIN-1 role from INTARZAN-1...7. DIR. Advise any action desired. 11/26/63: Cable from Bern to Director: CITE BERN 2492: Slugline RYBAT KUDESK INK: "1. Afternoon 26 November INANITION-17 passed to ODENVY (FBI) ref Bern INANITION report which quoted in full original text in para 3 below. ODENVY rep immediately notified Elmard (John Dimmer) and after discussion report content it agreed that Elmard would contact INANITION soonest. In absence INANITION-20 matter discussed by phone with INANITION-6. Elmard emphasized utmost importance which ODYOKE (U.S. Government) attached to follow up this matter, received prompt answers to initial questions (see below) and arranged meet with INANITION-20, INANITION-6 in company with ODENVY rep Bern. 2. SUBJ is Richard Thomas Gibson...U.S. citizen, resides Lausanne since April 63. Negro journalist, active New York chapter Fair Play for Cuba Committee (FPCC) since its organization in 60..."

11/26/63: Cable from Bern to Director: Slugline RYBAT KUDESK INK: REF BERN 2492 (IN 68312): "1. FOLL station comments re substance para 3 ref based examination of ref memo and INANITION-6 telephone answers to Elmard (John Dimmer) queries. 2. Delicate source referred to is tap of Richard T. Gibson phone in Lausanne apparently undertaken by Lausanne police/PTT at INANITION request. Existence tap not previously known to station. Appears likely it undertaken in response to station request for info re Gibson in connection 'Revolution' magazine and his and its connection to Chicom Suisse, or to gather data to reply to ODENVY (FBI) rep request for info. Anticipate can clarify this point in talk with INANITION-6 on 27 November. 3. In answer to Elmard queries INANITION-6 stated tap info provided by an unidentified INANITION inspector, that unknown party in conversation was not native French speaker, probably not a Swiss, probably a foreigner. INANITION-6 promised check with with INANITION inspector and have tape checked for possible further clues to identify speaker. 4. Appears clear Gibson reference throughout conversation is to activities of Fair Play for Cuba Committee with which he and Oswald associated..."
