Cryptonym: HYIF-1
A cable on November 23, 1963, mentioned that HYSAGE-1 (Thelma King) was seeking an assurance from Ponchay (Jacob/Jake Esterline) that HYIF-1 would continue to be interested in her son's welfare. When news of President Kennedy's assassination broke, HYSAGE-1 was deeply moved and at HYIF-1's request wrote a speech, to be delivered in the Panamanian national assembly, praising the late U.S. President.

Paras 2-3: Panamanian (C) with contacts in high-level official circles. "1. On 15 August 1962 Antonio Varona Loredo, Deputy Chief of the Cuban Revolutionary Council (CRC), visited President Roberto Chiari of Panama and requested Chiari to organize and host a meeting of Central American chiefs of state on the Cuban issue with emphasis on infiltration of Castro agents into Central America. Varona said that such a meeting should be held at a very early date and that Chiari should invite President Kennedy to attend. Chiari told Varona that this would be a most serious undertaking requiring intensive study and that he could make no commitment to Varona on the matter. On 16 August Varona left Panama for San Jose, Costa Rica, saying he would return to Panama on 20 August and hoped to talk to President Chiari again at that time..."

11/23/63: Cable from Panama City to Director: Slugline RYBAT HYSAGE: "1. Ponchay (Jacob/Jake Esterline) met with HYSAGE-1 (Thelma King, Panamanian legislator and double or triple agent) at her request 1300 Nov 22. Purpose meeting HYSAGE-1 explained was to tell Ponchay she was in fact going to Red China for a period in excess of one year to study international relations and related subjects. She said was seeding assurance Ponchay would keep HYIF-1 interested in her son's welfare. 2. During her discussion of pending trip word was received of President Kennedy's assassination. H-1 was deeply moved and at HYIF-1 request wrote speech to be delivered in national assembly praising the president. 3. On HYIF-1 departure from HYSAGE-1 took her KLM tickets out of her handbag and tore them up and burned them stating she would not be making the trip."
