Cryptonym: HUGALLY-1
A cable in April, 1966, stated that HUGALLY-1 did not seem to be very close to Luis Arizurrieta. A memo in October, 1965, mentioned that Arizurrieta was one of Manuel Artime Buesa's men, and a former AMWORLDer, who was at that time involved in Oduber's personal security group. Moreover, a cable in November of 1974 described HUGALLY-1 as a high Government of Costa Rica official.
A cable in April of 1976 stated that "HUGALLY-1 had informed COS that Costa Rican ambassador in Dominican Republic (Callejas who HUGALLY-1 labeled as Figueres man) arranged for entry of Dr. Orlando Bosch into Dominican Republic."

09/20/65: Contact Report by Carl Jenkins: From: AMBIDDY-1, 1 September 1965: Subject: Costa Rica Communist Activities: "1. A-1 told me he had followed up with his delegates in Costa Rica and got some details on his former vague report about a Costa Rican official name Zuniga who was anti-American and Communist-influenced. The man's name is Eduardo Zuniga, a high official of the Instituto Nacional de Vivienda Urbana (INVU), in which there is a Communist cell directed by Architects Pablo Jenkins and Cano Rojas. 2. Zuniga has a girl friend named Thelma (lnu), whose family is Communist. Her father is a Communist and a member of the INVU cell mentioned above. He is chauffer for Macho Carazo who is running for Deputy under the PLN and is very close to Daniel Oduber."

10/14-15/65: Memo for the record from Carl E. Jenkins: Subject: AMBIDDY/1 Report on Nicaragua, and on General Anastasio Somoza, and on Costa Rica: Pages 2-3: ..."4. Somoza's sources and A/1's representatives in Costa Rica agree that Oduber is going to win handily, but he will have to push for a good majority as the opposition is working hard. Frank Marshall and his cohorts continue to conspire but pose no real threat. a. One of A/1's men, a former AMWORLDer named Luis Arrizurieta Sardinas, is a member of Oduber's personal security group and has gotten rather close to him. He was assigned by A/1 at Oduber's request for a specialist in personal security who was trustworthy as Oduber was afraid of assassination attempts. Arrizurieta reported that the leader of the CR opposition party had met secretly with the French Ambassador there on two occasions. He will investigate further and report if he can get more information."

Ref C report from AMBIDDY-1 (re Figueres/CP plan for banana zone strike and possible violent demonstration should Somoza attend Trejos inauguration) is second questionable report he has 'passed on' in last two weeks. (For PACY and MANA: first report concerned Figueres plan to import agit prop mission to create climate for overthrow present regime). 2. Request appropriate headquarters case officer debrief AMBIDDY-1 in detail on his present access to PLN and attempt pin him down on ref reports. We particularly interested his CP penetration which he stated Luis Arizurrieta is running. FYI Arizurrieta has been working with HURILL-1 although he does not seem to be very close to HUGALLY-1 who could not remember his last name when (cable ends)."

Pages 6-7: ..."Masferrer is acquainted with a number of people in Costa Rica, both Costa Ricans and Cubans. Fernando Melo, a Cuban who is closely associated with Daniel Oduber, one-time candidate for the Presidency of Costa Rica, has passed through Miami several times during the past four or five months. Masferrer said that he has discussed political matters with Melo but is not involved in any planning with him. Masferrer scornfully described Oduber and Melo as members of the 'Democratic Left' in which group he included Jose Figueres of Costa Rica, Romula Betancourt of Venezuela, and Juan Bosch of the Dominican Republic..."

11/00/74: Cable from San Jose to Director: REAM: "1. According local DEA rep, Manuel Artime Buesa visited Costa Rica during last week of October. Stayed at Hotel Costa Rica where he registered in alias. Artime reportedly met with high GOCR (Government of Costa Rica) officials including HURILL-1, HUSTRAIGHT-1, and HUGALLY-1; and allegedly told latter he sent by 'high officials' of NVIDEA (U.S State Department) to assure HUGALLY-1 USG policy toward Cuba had not changed, charge unaware any current contact between Artime and NVIDEA officials. HUFABRIC-2 verified Artime's presence in Costa Rica. 2. File: 201-"

On 28 April HUGALLY-1 informed COS that Costa Rican ambassador in Dominican Republic (Callejas who HUGALLY-1 labeled as Figueres man) arranged for entry of Dr. Orlando Bosch into Dominican Republic. No dates mentioned and no other details. 2. FYI we know from local HUFABRIC liaison that Bosch was escorted/deported to Nicaragua by overland route on 26 March 1976. Local press 27 March speculated that Bosch deported to other countries, including Dominican Republic. 3. File: 201-300985."
