Definition:
HARVARD (1951-65) was designed initially to provide safehouse and operational aid facilities for CIA activities in Germany. In 1952, the HARVARD mission was expanded to include the rehabilitation and resettlement of defectors, agents, and agent-trainees.

SUBJ ref is HARVARD agent disposal case WIROGUE (David Tzitzichvili) registered Camp King where he processed 28 Aug 63 for political recognition in order legalize him for resettlement. 2. Case discussed with Mr. John Willms who will visit Bonn 5 Feb and will take matter up directly with Chief, CAVATA telling him this AIS case and ask him not pursue. 3. Please advise priority of you desire Willms check in with you prior his visit CAVATA."

11/13/64: Cable from Frankfurt: Slugline CABEZONE HARVARD WIROGUE: RE FRAN 0129 (IN 22161): "1. SUBJ ref (IDEN) is former REDSOX agent candidate and African Div agent who resettled by HARVARD June 64. Prior KUBARK (CIA) recruitment he served prison term in France for bank robbery. During two year resettlement period in FRAN SUBJ given new name and new life story. On basis this name and fabricated story, SUBJ granted recognition by FEDREP. In early Oct SUBJ recontacted HARVARD and made blackmail attempt in order get back on payroll. 2. It possible SUBJ may reveal true background to Belgian authorities. Should BRUS be approached this matter, FRAN defers DIR for guidance."
