Definition:
Unknown identity. A cable on December 10, 1963, stated that BETIDE's primary task was his intelligence assignment in Cuba, as opposed to his ministry of industry job, which had to be considered a cover.

Discussion:
The cable added that "any personal satisfaction must come from a well done intelligence job since the chances are that he will meet many discouraging obstacles in his cover job which may disturb him as an engineering expert." A cable on December 12, 1963, included a Chief of Station (COS) Comment that it was suggested having a KUTUBE (Foreign Intelligence - FI - division of CIA) Cuba specialist work with BETIDE before he left for that country.

A cable on December 14, 1963, mentioned that Alexander Shatton ETA Sao Paulo on December 20th, and indicated that the reference SAOP 4538 (IN 80402) concerned the briefing and training of BETIDE.

A January 20, 1964, memo from Lawrence F. Barker (Robert Shaw) mentioned that LITAMIL-9 (Luis Alberu Souto) had to go to the airport to meet an unnamed Polish technician. L-9 had apparently been chosen to meet this man, who was BETIDE, at the airport. Barker ended up driving LITAMIL-9 to the airport to pick up BETIDE. The memo also stated that BETIDE was a Rio de Janeiro asset.

A memo from Barker on March 4, 1964, stated that "the Brazilian-Polish engineer L-9 met at the airport has gone on to Cuba. This man (BETIDE) is 'very correct, does not say much, serious.'"

Re Ref A HQs querying WAVE on availability PBRUMEN (Cuba) specialist for BETIDE briefing. If none available have no objections Nadlehoffer contact. Briefer should continually stress that although BETIDE will be living and working under adverse conditions, his primary task is his intell assignment as opposed to his min industry job which must be considered a cover job. Any personal satisfaction must come from a well done intell job since the chances are that he will meet many discouraging obstacles in his cover job which may disturb him as an engineering expert. BETIDE might well be authorized a short vacation after about six months in PBRUMEN to visit family or other relaxation. He should request such leave whenever the time appears ripe. 2. Re para 1A Ref B conclude payment 600 dollars BETIDE per DIR 35113. Charge PBRUMEN CA 4135-5150-8997. 3. In event situation develops as described in Ref B BETIDE should use all (unintelligible) procedures to leave PBRUMEN. If this impossible KUBARK (CIA) would take necessary steps to exfiltrate black. 4. Very little overt literature available for briefing BETIDE. Pouching priority three books in English that may be helpful. No material available in Portuguese, German and Polish...BETIDE wants $800 per month while he in PBRUMEN."

Thirkist, Polish-speaking TYPIC (routing indicator for Cuban operations) officer could be made available for TDY per ref. 2. Advise priority desired dates for TDY and latest BETIDE ETD. C/S Comment: *Suggested having KUTUBE (Foreign Intelligence -FI- division of CIA) PBRUMEN (Cuba) specialist work with BETIDE before he leaves for PBRUMEN."

01/20/64: Memo for the record from Lawrence F. Barker: Subject: Meeting with LITAMIL-9, 16 Jan 64: ..."3. L-9 explained that he would have to leave by 2200 hours since he had to go the airport to meet an unnamed Polish technician. He showed B two cables received by the Embassy announcing that a 'tecnico Polones' would arrive by VARIG on 16 January and that the Embassy should meet him and arrange his travel to Havana on Cubana 20 Jan. L-9 who chosen to meet this man who was obviously Rio asset BETIDE...6. Since time was running short it was decided that B would drive L-9 cut to the airport so that he could pick up BETIDE..."
