Unknown identity. In a cable on January 27, 1965, AMRUSTY was referred to as "the conservative element." AMRUSTY was some type of CIA anti-Castro propaganda organization/asset/program.

Discussion:
A cable in late November 1963, mentioned that AMRUSTY had been among the propaganda assets used during the recent IAPA conference (along with AMSCROLL/UR, AMCROW, AMBASAL-1, AMRAZOR-1 (probably Norman Diaz) and AMHIM (the Agencia de Informaciones Periodisticas - the Agency for News Information - was a news service financed by CIA). "All participated by literature distribution and personal contacts in alerting delegates to (the) danger (of) Castro hemisphere penetration." These activities were undertaken in connection with the JMGIN (probably Cuban travel surveillance activities) Program.

A cable in June of 1964 contained the JMWAVE Chief of Station's (COS) comment that the station was planning a special AMRUSTY radio tape for Latin American radio contacts, which would include more coverage of the defection of AMSTRUT-2 (Juanita Castro).

A dispatch in June of 1966 stated that AMRUSTY had been terminated on December 31, 1965. It was described as a "marginal project."

01/27/65: Cable from JMWAVE to Director: "1. As a whole, exile community saddened by announced capture Gutierrez Menoyo and three followers in Oriente Province. Exiles feel this blow to Cuban liberation, and demonstrates Castro military effectiveness and security controls, particularly since Gutierrez locally regarded as 'seasoned guerrilla fighter.' 2. Outside of blow to overall cause of Cuban liberation, exiles have diverse feelings of Gutierrez capture, opinion depending mainly upon political orientation of each exile segment. For example, AMLYRIC-1 (Manuel Brana Chansuolme/Chansoulme) of 'betrayed revolution school' is saddened and credits Gutierrez as 'guerrilla fighter who actually went into Cuba and thus deserves exile recognition.' AMRUSTY (the conservative element) reports some exiles pleased with capture because Gutierrez was high level Castro official with bloody hands. This reflective too of Batista partisan supporters. Thus sentiment and reaction range from sadness to gladness..."
