Program run jointly by Ted Shackley's Miami station known as JMWAVE and James Angleton's CI Branch. Aimed at spotting refugees in Miami area who could serve as intermediaries to reach and ultimately recruit persons in Cuba for counterintelligence purposes.

Emilio Santana - AMLEPTON operative in 1963 - "FBI report says Santana was alleged to own a Mannlicher-Carcano like Oswald's and to have been in Dealey Plaza at time of assassination on orders of the alleged consprirators (Shaw, Oswald, David Ferrie, and Sergio Arcacha Smith). During June 1964 listed CIA as employer in loan application for car purchase)."

1/15/63 dispatch UFGA 13525: "Re: During month of December (1962) AMLEPTON continued to function as JMWAVE asset conducting investigations, surveillances, stake-outs, and locating persons of JMWAVE-KUDESK and Station interest. Masferrer listed among the group. Enrique Molina Rivera also listed." Also see 104-10105-10188, p. 12: A single-infiltration-exfiltration was conducted with Emilio Santana during May 1963, after Santana was recruited by the Miami Station in October 1962.

104-10215-10316: CABLE: IN CONNECTION WAVE KUDESK PROGRAM AIMED AT SPOTTING REFUGEES

9/19/63 cable: This memo provides the definition about the JMWAVE/KUDESK alliance - CI chief Jim Angleton's people working with the Miami station. JMWAVE in contact with Herminio Diaz Garcia because of his close relationship with Efigenio Amejeiras Delgado (Vice Minister Armed Forces for Special Affairs) and his alleged acquaintance with Raul Diaz Arguelles (ex-DTI chief) and Samuel Rodiles Planes (ex-PNR MGR). Diaz reportedly part of group that assassinated 2nd Chief Cuban Secret Police "Cucu" Hernandez Vega in Cuban Embassy in Mexico in 1948. Diaz escaped Mexico with assistance from Diego Rivera, "Mexi muralist and Commie". Diaz evaluated as "fond of gambling and capable committing any crime for money." Ameijeiras leader of group that will work with anyone not a Batistiano. Group includes Rolando Cubela, Juan Almeida, Samuel Rodiles Planes, Raul Diaz Arguelles.

10/22/63 dispatch re Sept 63 AMLEPTON progress report. "Sixteen reports on persons or Subjects of KUDESK (CI Branch) and general Station interest were submitted during the reporting period." These included Herminio Diaz Garcia, Rolando Masferrer, and Victor J. Gutierrez, among others.

1960-1963: "(Santana) was recruited by JMWAVE in December 1960 as a guide for an infiltration team. SANTANA was paid a monthly salary under the provisions of his MOC until he was terminated on 15 October 1963 when the ratline developed by the team became inoperable due to occupation of the target area by Soviet technicians. Another compelling reason for SANTANA's termination stemmed from his untruthful reporting concerning certain aspects of the team operations." Memo from AC/WH/COG to C/CI/R&A Ray Rocca, 1967.

Emilio Santana was a DDP operational contact from 12/15/60 to 10/15/63. He was allegedly dropped by the CIA because "the Cuban group was no longer viable and some of his reporting was untruthful".

Re 11/6/63: "Rogelio 'Cucu' Hernandez Vega. Complete REDACTED traces were transmitted to REDACTED 13 January 1948, shortly before the murder of Hernandez in the Cuban Embassy, Mexico City. The killer of Hernandez, Sandalio Hermino Diaz Garcia (201-203040) described this incident in REDACTED, 6 November 1963."

Re 11/22/63: Chad Nagle, Quora article, part 1, 9/23/22: At 12:40 PM on 22 November 1963, a man described by several witnesses as identical to the man accused of assassinating President Kennedy was seen running down the grassy slope in front of the Texas School Book Depository (TSBD) and getting into a light green Nash Rambler station wagon. The five witnesses who said they had seen this man were Deputy Sheriff Roger Craig, Marvin Robinson, Roy Cooper, Helen Forrest and James Pennington... ...Craig also described the driver of the Nash Rambler to the Warren Commission. The attorney who interviewed Craig was David Belin. The relevant part of the transcript is as follows: BELIN: What about the man who was driving the car? CRAIG: Now, he struck me, at first, as being a colored male. He was very dark complected, had real dark short hair, and was wearing a thin white-looking jacket – uh, it looked like the short windbreaker type, you know, because it was real thin and had the collar that came out over the shoulder (indicating with hands) like that – just a short jacket. Was the man driving the car Herminio Diaz, an anti-Castro Cuban exile? Nine years ago, assassination researcher Anthony Summers interviewed a friend of Diaz named Reinaldo Martinez Gomez who said that Diaz had told a mutual acquaintance, Tony Cuesta, that he was one of the gunmen in Dealey Plaza on the day of the assassination. 10/29/64, cable WAVE 4038 from JMWAVE to Director: "Request traces foll person to be interrogated under ref program: Francisco Rodriguez Tamayo aka "El Mexicano", A 11 880 272...Captain Rebel Army 57 until defected US June 59. Ramimo (Sanchez) Montesino ex Brigade member states Roberto (Perez) Crusata while in jail after invasion and shortly prior his execution informed Sanchez that Cuban intel chief (sic) Efigino Amejeiras Delgado had indicated Rodriguez Tamayo and Humberto (Rodriguez) Diaz paid Castro agents (DBA 47334, 23 July 63) WAVE "a subject for interrogation - he had spent the last year in California before returning to Miami (AMLEPTON team)." After string of more than 20 case file references, request is made to assign a 201 number to Rodriguez Tamayo.

Emilio Santana was interviewed by Jim Garrison Feb. 12-17, 1967: Santana was 201-336856. "He was reported...as a DDP contact from December 1960 to 15 October 1963. However, a Memorandum of Correction from WH/COG, dated 9 July 1967, states that Santana was recruited in October 1962 and after training participated in a single infiltration-exfiltration operation. From 12 to 17 February he was questioned by (New Orleans DA Jim) Garrison and staff."
