Teofilo Babun, a Cuban exile and owner of a shipping company with headquarters in Miami, Florida, flew to Santo Domingo on 16 November 1963 for negotiations with the Dominican triumvirate in order to bring about an exchange of Cubans imprisoned in Santo Domingo for Cuban families in Cuba who Babun would like transported to the United States. Babun has made arrangements to pay all expenses involved in the exchange and plans to rent an aircraft with a seating capacity for 175 persons. 2. Babun, who was a prominent Cuban industrialist before Fidel Castro Ruz assumed power, is optimistic about the outcome of his talks with the triumvirate and about future negotiations with Castro. He feels that the triumvirate will accept the plan in view of the fact that some of the Cubans who he proposes to transport from Cuba are Dominican descendants and therefore the triumvirate would gain some political advantage through its participation in the exchange. Castro, on the other hand, will favor the plan in view of the fact that Babun is requesting the emigration of families, many of whom will leave property behind which will revert to the Castro government. 3.
