In #6 on this list provided by the CIA to the HSCA, AMDIP-3 is identified as "Cesar", "Tandi", and "Ruiz Sanchez" aka (Ramon) Augusto Ruisanchez. Also see 104-10167-10076, 12/19/60, which shows these various aliases as AMDIP-3 states his belief that it is impossible to effect an escape for Huber Matos.

Ramon Ruisanchez Piedad was active with RDR inside Cuba, defected in late 1960 and joined his brother-in-law Tony Varona. They both led RDR in exile as of the summer of 1962.

December 1960: "Key to the prospects for (JMATE) was the armed resistance, which centered in Las Villas province, especially the Escambray...The CIA sent an agent, Comandante Augusto (Jose Ramon Ruisanchez) to coordinate the front, but he passed the assignment to Evelio Duque, whose personality clashed with other leaders, including the commander of the largest rebel column. In December 1960, recognizing the growing guerrilla capability, Castro ordered a special pacification campaign in the Escambray. Operation 'Jaula' (Cage) involved forty thousand to fifty thousand troops and militia...The rebels in the Escambray gradually grew to number several thousand fighters. The Fidelistas attempted to accelerate their cleanup of the Escambray so as to avoid facing multiple threats when the CIA invaders arrived. The limitations of the militia precluded success; still several of the guerrilla columns were smashed...while Duque and some of his top officers fled Cuba."

104-10262-10027: CABLE: REF OPERATION CHANGED DUE RESTRICTIONS HAVA AGAINST ALL BUT

3/2/61: "AMDIP-3 wants (to) build his organization in Yaguajay and if possible open front (to) relieve pressure in Escambray." To that end, he requested that a six man action be infiltrated inside Cuba, known as Operation Carrot. Duque is to exfiltrate three men - Rodolfo Ramirez, Adele Montiel, Juan Consuegra Valdez. All four of their names are in the file routing section of the upper right hand corner of the memo.

104-10169-10194: CABLE RE EVELIO DUQUE MIYAR ARRIVAL FROM CUBA

Evelio Duque aka Commandante Luis aka Luis Martin Hernandez arrived in WAVE area on 6/5/61. Duque's underground org is Ejercita Cubano Anti Comunista. AMDIP-3 said that Duque was under him, but Duque's story was that it was the other way around. AMDIP-3 only supplied him with 1 shipment of 100 arms during the Escambray fighting. (Rafael Luis Sanchez is described as a close adviser of Evilio Duque in 104-10169-10195)

104-10262-10259: CABLE: AT THE PRESENT TIME EDIEL MONTIEL LORZENZO IS IN A SAFEHOUSE

6/25/61 cable from JMWAVE to Director: "At the present time Ediel Montiel Lorzenzo is in a safehouse maintained for the AMDIP-3 group by WAVE. He is claimed by AMDIP-3 as one of his leaders in the Escambray. On 14 June when the WAVE contacts with Evelio Duque...went to see him they found Montiel there...Duque claims he made Montiel the leader of a band of 35 guerillas."

180-10142-10486: STAFF REPORT ON THE EVOLUTION AND IMPLICATIONS OF THE CIA-SPONSORED ASSASSINATION CONSPIRACIES AGAINST CASTRO

Luis Balbuena Calzadilla is identified as an associate of "Evilio Duque Miyar" aka Evelio Duque Miyar. As seen in other crypts, Balbuena was involved in trying to assassinate the Castro brothers in July 1961. Also see 180-10075-10072, p. 31: Evelio Duque Miyar (mistakenly referred to as "Udalia Mayar") participated in the Blanquita raid with the DRE in August 1962.

2/24/62 New Orleans States-Item: "Ramon Augusto Ruisanchez, leader of underground activities for the Miami-headquartered Cuban Revolutionary Council. Ruisanchez, known among refugees and throughout Cuba as 'Comandante Augusto'..owner of one of the largest meat packing companies in Cuba before Castro nationalized such investments. 'Augusto' will be presented a check at the meeting tonight by Luis Rabel, New Orleans delegate to the Revolutionary Council and also president of the single local refugee organization, the Unidad Cubana Revolucionaria Anti-Comunista." Rabel's advisers and PR personnel in New Orleans included Arnesto Rodriguez (son of AMJUTE-1), Carlos Bringuier, and Frank Bartes/AMSERF-1. Orestes Pena was listed as a liaison. 3/14/62, SA New Orleans Warren de Brueys memo to Director: Luis Rabel, CRC delegate in New Orleans, states that his group will soon merge with Unidad. 3/12/62 memo OO-A(S) New Orleans Report #8867 from Chief, New Orleans office to Chief, Contact Division, Support Branch: "...(Armando Gonzalez Mendive, a former GE executive in Cuba) is also in communication and contact with an anti-Castro guerrilla leader in the Escambray Mountains of Cuba, one "Comandante Augusto", who heads a guerrilla organization of some two to three hundred men...he also operates two motor boats out of Miami, Florida, capable of making 40 knots and used to smuggle arms, people and explosives in and out of Cuba...Mr. Mendive told (Jack Rogers, a source of this office) that Comandante Augusto's real name is Ramon Augusto Ruisanchez (probably Ruiz-Sanchez) who is connected with Miro Cardona's CRC and who was in New Orleans 4 Feb 1962 in touch with the top CRC man of New Orleans and who was able to pay US $3000 in New Orleans for the purpose of installing radar on his two motor boats for evasive measures against the extremely fast Czech-built patrol boats now operating with the Castro forces in Cuban waters..."

104-10235-10137: MEMO-AMDIP-3, SUBJECT, A SELF APPOINTED CMDTE AUGUSTO, IF THE BROTHER-IN-LAW OF TONY VARONA

6/5/62 memo from Charles V. Gneiting, PM case officer to Chief, PM: "Subject, a self-appointed Cmdte. Augusto, is the brother-in-law of Tony Varona. He arrived in the WAVE area in February 1961 with a satchel full of documents purporting to prove he was the military coordinator of a large underground organization covering all Cuba and with units fighting in the Escambray. It was later proved through numerous sources that his actual control, if any, extends only to RESCATE, of which VARONA was titular head...on at least one occasion he threatened his contact by saying that he would call General Bowden when he did not get his way...(The AMBUD-1 radio set he operated in the WAVE area) was an illegal one operated by Celso PIMIENTA. The set in Havana was under the direction of Roberto Perez aka Emilio Moreno, who was also Subject's contact man with other organizations around Havana...he was caught (across from the American Embassy) with a radio and the cable files shortly before the invasion and it was later reported that he was executed...This pretty well finished RESCATE as a going concern, although contact with Havana was maintained for a while through some relief operators. Support for Subject's group was terminated in September 1961 due to lack of production and cooperation."
