A dispatch in July, 1961, from Stanley Zamka (David Morales), reported on the formation of the Unidad Revolucionaria's (UR) Black Falcons, under the leadership of AMCHEER-1 (Julio Garcia). The plan was to train them, and then use them inside Cuba. Also in this group was Eduardo Perez Gonzalez, aka "Jose" (marginalia identified him as having the 201 number of 201-294665). Other members of the group included Luis Posada and Tony Cuesta (AMDENIM-14).
Warren Hinckle and William Turner, in their book Deadly Secrets: The CIA-Mafia War Against Castro and the Assassination of J.F.K, reported that Eddie Bayo was allegedly part of the July, 1961, double assassination plot against Fidel and Raul Castro that emanated from Guantanamo Naval Base.
A FBI report described how Eduardo Perez Gonzalez worked with Tony Cuesta to "return to Cuba" in late April, 1962. Cuesta was active with MRR. Perez was a captain in Castro's army until November, 1958; openly broke with Castro in 1959. An informant described Perez as "indiscreet and opportunistic". Alberto Fernandez (AMDENIM-1) refused to further engage with Perez and Cuesta.
According to a memo on September 28, 1962, AMDENIM-11 said that an uprising was ready to begin on September 30th, involving 15,000 Cubans. Bill Harvey advised Ford to tell RFK that any such uprising was not only highly unlikely, but would be ruthlessly suppressed.
A dispatch on November 16, 1962, contained traces run on members of Alpha 66. Perez was with the "combat element" of Alpha 66.
Eduardo Perez Gonzalez/Eddie Bayo took part in the Bayo/Pawley raid/Operation TILT in June of 1963. Also involved were John Martino (a U.S. anti-Castro activist) and William Robertson of CIA. Perez and a team of Alpha 66 members went missing on this infiltration mission to Cuba, and no trace was ever found of them.
Miguel Acoca and Robert K. Brown, Soldier of Fortune magazine: "Bayo was no ordinary exile. He had fought alongside Fidel Castro's brother, Raul, and had become his military aide. After turning against Castro, Bayo, who was the only living holder of the rebel army's highest military award, the Frank Pais Medal, equivalent to the Congressional Medal of Honor, went to work for the CIA...Bayo fought World War II in the US Army, and was a naturalized US citizen." On 9/25/62, Charley Ford from RFK's office met with AMDENIM-11, the leader of ops group including other ELC members- they were reluctant to meet with the CIA b/c "nothing gets accomplished". AMDENIM-11 said that an uprising was ready to begin on 9/30/62 involving 15,000 Cubans. Bill Harvey advised Ford to tell RFK that any such uprising was not only highly unlikely, but would be ruthlessly suppressed. John Martino had been in prison in Cuba for 2-3 years until late 1962, and had been active with the "White Rose' anti-Castro organization. (See https://www.google.com/url?hl=en&q=https://www.archives.gov/files/research/jfk/releases/2018/180-10145-10210.pdf&source=gmail&ust=1530261899871000&usg=AFQjCNGbMJ-P5hMY4DF1jQwTz_6L2A5-uA) "Available info indicates Mr. John Martino initiated op" based on contacts Martino had with Perez. "Once Martino convinced Perez had ops contacts in Cuba with access Soviet defectors", Martino contacted Nathaniel Weyl to find non-official sponsor for op. Life Magazine took this role, as did Senate Internal Security Subcommittee who brought in former ambassador William Pawley. Pawley considered this "a long shot worth playing" despite Perez's history of exaggeration during Sept-Oct 62 (see Bill Harvey's letter, 1994.04.12.15:51:14:380005). Four Soviets were supposedly ready to defect and reveal that there were still missiles in Cuba. Perez's party was apparently lost at sea while trying to reach Cuba.
10/2/62 cable from JMWAVE to Director: When AMDENIM-11 debriefed on probability revolt will occur, he said it was unlikely. Because there was a plan to kill Fidel, Raul and Che all at once it would be difficult to arrange. Also felt rebels would not delay revolt indefinitely because they were being "replaced by Soviets" and will lose access to the official positions they presently hold. "Review of (Guantanamo) exfil-infil revealed op laid on when Subject contacted Capt. Jefry with friend Angel Luis Castillo and offered do something for (Cuban) cause...discussed meeting with GPFOCUS/RFK 9/25/62 at Falls Church home of Subject's nephew Enrique Perez Perez, a "member (of) security office at GPIDEAL/JFK residence".
11/16/62 dispatch from Shackley to Harvey re traces run on members of Alpha 66. Perez is 201-294665, with the "combat element" of Alpha 66. Other members of the combat element of Alpha 66 included Santiago Alvarez, Tuto Zabala, and Ramon Font. Tony Cuesta and Roberto Vale was military operations. Ramon Perez Daple and many high-ranking members were accountants. Geronimo Estevez is listed as a lawyer and "collections" - probably a reference to collecting intelligence.
9/21/63: Martino allegedly contacted Irving Cadick/Rip Robertson, saying that Perez is also known as "Bayo" and that his men were still alive in Cuba and needed reinforcements. Robertson declined. A memo states that Angel Luis Castillo was the person who put Perez in contact with Martino. Castillo is described as formerly allied with Castro, came to YOACRE in 1961, is a witting informant of AMJAGER-1, and has the complete confidence of AMCRAG-1. Nacin Elias also reported that Perez was alive. AMCRAG-1 and eventually the JMWAVE staff concluded there was no hard evidence that any one in Perez's party survived. CIA personnel told HSCA that they had no files on "Eddie Perez aka Eddie Bayo", even though the HSCA knew that "the CIA has files on this person with both names as seen in...Operation Red Cross." Also note that Francisco Bilbao Alvarez/AMCRAG-1 was approached by the wife of Eddie Bayo Perez/AMDENIM-11, who tells Bilbao that her husband never told her that he planned to stay in Cuba. She felt that an "unexpected development" had occurred.
