With the UR's Black Falcons, he was the Military Advisor and Chief of Instruction and Training: "This individual was for three years instructor of the National Secret Police, of BRAC (Bureau for the Repression of Communist Activities), of the National Police Academy..." Trained in judo and other martial arts. Others in the Black Falcons included Eddie Perez/AMDENIM-11, Tony Cuesta/AMDENDIM-14, and (on p 13) 'Luis Poveda Carriles' (referring to Luis Posada Carriles/AMCLEVE-15)." "I was the father of BRAC", admitted Allen Dulles. (Hugh Thomas, Cuba: "The United States and Batista, 1952-58", World Affairs CXLIX, Spring 1987, page 175).

This 6/22/61 "Report #1" has marginalia identifying "D-81" as "AMCHEER-1". He reports that this new commando group will have no ex-Castroites, only "esbirros". Marginalia defines this word as "Batistianos". Report on Otoniel Pena, who was bringing commandos into Cuba from Miami. Offered to keep a closer eye on this group. During July 61, Eddie Perez (AMDENIM-11) became active with the Halcones Negroes (Black Falcons) of UR aka Unidad Revolucionaria. Their military advisor was Prof. Julio G. Garcia, pseudo Al Smith.
7/18/61 memo from "D-81" who is AMCHEER-1/Julio Garcia: "The Office of Naval HQs is located at 2058 S. Dixie Highway, Miami...The Chief of the Navy is still RENATO...The Intelligence Dept is located in the house which was previously used for instruction and training of ("Operation 40" - crossed out and replaced with "AMFAST members") of the FRD Intelligence Commission, at 7650-128th Street." Marginalia indicates that the head of the FRD Naval Intelligence is Diego Ruiz. Marginalia indicates that the head of FRD Naval Intelligence is Diego Ruiz. "D-81" is asked to organize a filing system. (Note that Juan Montes Quintana appears not to be the same man as Juan Francisco Quintana Maya who was with the SNFE at the House on Harlandale).

8/13/61 memo re AMCHEER-1 conversation with four Americans who wish to fight in Cuba: Jim BRUCE from Texas and a Korean War vet; "Pat STEPANICK, who fought in Cuba with Eloy Gutierrez Menoyo, William Morgan, and others for more than one year; Bill DEMPSEY, who claimed to be a veteran of the Korean War, and 'Little Joe' who did not give his true name...residing temporarily in 1936 SW 3rd St., Miami, and their economic situation is quite bad...(they were friends of Gerry Hemming)...AMCHEER-1 said he got the impression these men wanted to be recruited immediately because they have no money and no resources to keep waiting here. All they want is to be fed and sent to a training camp to fight with other Cubans."

8/25/61 dispatch portrays AMCHEER-1 explaining the role of INTERPEN and the personalities of Gerry Patrick Hemming referred to as "Patrick", Frank Fiorini, "Larry" (Laborde), "Little Joe" and others. "In addition to Fiorini, there is another person who seems to be higher in command than Fiorini. He was described as a tall, stout man who has great prestige in the Junta de Liberacion headed by AMEER-1/Aureliano Sanchez Arango." This sounds like a description of Hemming himself. "Little Joe" and Hemming wanted AMCHEER-1 to provide them with a fragmentation grenade and assist them in an action "to provoke an incident which would tend to force United States armed action against Cuba. AMCHEER-1 said all efforts to obtain the grenade were fruitless."

9/7/61 dispatch from Paula K. Thybault, Chief of Base to C/WHD. CI Charles Weisinger/Ray Dubois was coordinating officer, releasing officer was C/WAVE Paul Manson. Was Paula K. Thybault a subordinate or pseudonym for David Morales? "On August 31 1961 AMCHEER-1 submitted a report...the Navy office is now located in a two-story house at 2301 Biscayne Blvd., Miami. The entire Naval intelligence department occupies the first floor of this house. The radio receivers to monitor Cuban stations are also installed on the first floor of this house."
Cuban Counterrevolutionary Handbook: "Commando 100" (also Comando 100)...military action/support group. Supports Dr. Garceran...would like to see a rightist government installed in a liberated Cuba...Chief, Fernando Casanovas." Julio Garcia among the leading personalities. Formed in Miami in March/April 1962...the Commando 100 group remains a very small organization, with only 20 members, all of whom are experts in demolition and explosives."

6/8/62 cable from Chief JMWAVE to Chief, TFW: More on Cesar Diosdado, the dual-posted Customs/CIA officer. AMCHEER-1 had written a memo saying that one of his sources had learned that Diosdado had authorized an operation against Cuba in the Key West area. Diosdado admitted passing a report to JMBARR stating that Julio Garcia had been named to form an intelligence organization with the "Commando 100", led by Dr. Julio Garceran. The Commando 100 could have been the 100 members of the CI group AMFAST. Julio Garcia/AMCHEER-1 is described as a former BRAC (Bureau of Repression Anti-Communist) officer, an Esso Refinery security officer, a frogman experienced in UDT, and a judo instructor.
