Fernando Fernandez Cavada y Paris, UR's chief of public relations, also known as Frank Dutton. Also known as Estaban Joaquin Blanco Sanchez, an official of Rescate.

Discussion:
Blanco was a Rescate (Revolutionary Democratic Rescue) official who helped another Rescate official, Frank Paez, who served as a cutout to couriers going into Cuba. Blanco also conducted business with Paez on behalf of Antonio Varona. (See 104-10167-10361). Joaquin Sanchez is listed in June Cobb's files as "Cuban Consulate, NYC". (see 104-10174-10076). Sanchez worked at the Cuban Foreign Service at the Cuban consulate in NYC during October 1960 (see 124-90137-10241, p. 4).

It looks like he also had an identity as Cavada with UR, as shown below. Furthermore, he was a former member of MRR: https://www.maryferrell.org/showDoc.html?

Peter Dale Scott writes: "A small intelligence-backed "press agency," the Agencia de Informaciones Periodisticas (A.I.P.), was a source for one recurring Oswald story, that he had worked on behalf of Cuban intelligence in the Miami area. (The A.I.P. attracted notice again during the wave of Chilean-financed Cuban terrorism of the mid-1970s, involving many Cuban exile veterans of the JM/WAVE operations, when the A.I.P. was revealed to be an agency by then financed by the Chilean intelligence service DINA). (12) The story was traced by the FBI to Fernando Fernandez Capada (sic) of the A.I.P., who told it to Jim Buchanan, a close ally of Frank Sturgis; the story was later publicized by Frank Sturgis and John Martino. 104-10061-10115: LIST OF NAMES RE KENNEDY ASSASSINATION INVESTIGATION

At the top of the page, AMBLEAK-1 is identified in the HSCA notes as "Estaban Joaquin Blanco Sanchez". At page 92, however, it provides a different name: "Fernando F. Cavada, Jr.", a member of UR. As shown below, AMBLEAK-1 appears to have worked with both groups during 1963, and provides two different names for the same man.

"After the disruptive arrests of March and April 1961...first of the UR leaders to arrive...was Fernando Cavada in mid-1961. He proceeded to contact..."Bill Billings" (probably Mickey Kappes) and later "Jim Bowdin" (Jim Pekich). In September 1961 he was joined there by (Wilfredo) Brito, Sanchez, Zayas, and others for discussions on the future of the UR and the support to be expected from (CIA). "Cal Hitch" (Cal Hicks) and "Jim Bowdin" (Jim Pekich) represented (CIA) at talks which took place...from 22-29 September 1961."

Re 1961-62 period: "Agent was active in the UR in (Cuba) prior to Playa Giron. Because of his (US) citizenship, he was released by DSE in June 1961 after pressure was exerted by several embassies in (Cuba). Agent proceeded to (Washington DC), contacted (CIA), and was sent to JMWAVE for use in connection with UR operational exploitation. AMBLEAK-1 was used to establish initial contact with Rodriguez Espada following reorganization of the exile UR, after which (CIA) has maintained continuous contact and provided support. Agent is in charge of executive direction of UR on behalf of Rodriguez Espada, but he also functions as a KUTUBE/FI asset in matters unrelated to UR activity." Also see p. 110 - Herminio Portell-Villa (misspelled as Portell-Vila here): "In discussing UR (Propaganda) activity Jul 62, Garcia Oller noted that Subject was a UR contact in this field, and that subject was a good friend of Fernando F. 8/4/61 W.W. Cowgill writes a Memorandum for the Record: "My own personal contact with UR has been solely through Cubans who (with proper permission and coordination) have acted as principal agents on some of my own sabotage operations. They are Ralph Diaz Hanscomb, Wilfredo Brito Hanscomb, Fernando F. Cabada, Jr. All three of these men are among the top leaders of the UR." Also see 180-10141-10386, p. 21: This indicates that Wilfredo Brito's matronym was probably Cartaya, not Hanscomb or Hanscom. Note that the two attached memos written by Cabada are signed as "Frank" - using his alias as Frank Dutton.

104-10226-10034: CONTACT REPORT BETWEEN "JUSTO" AND MR. HICKS

10/3/61 Memorandum for the Record by Calvin Hicks: Those at the Sept 22-29 meeting with Hicks and Pekich included Fernando Cavada using the name Frank Dutton and Wilfredo Brito using the name E. I. Harrison. Cavada was the head of public relations. Brito was the head of propaganda. "They were told that they must make an effort to get along with Miro Cardona and even though they may not like him they must try to cooperate with him and work with him and/or have him work for them rather than fight him." It appears that David Phillips, (E.I. Harrison, the assistant chief of WH/4 propaganda), and Wilfredo Brito shared the same pseudonym. 5/17/62: TFW Intel/Ops sent this dispatch stating that an OA had been granted to AMBLEAK-1. Bill Harvey was the receiving officer, TFW/Intel was the authenticating officer. 201-302889 was to be working within GYROSE.

2/16/63, JMWAVE to Director, slugline TYPIC KUWOLF: UR issues press release saying, "Secret traffic between Cuban and Nicaraguan Commies via fishing boats which meet at sea to transfer cargo arms and (propaganda)_ material for rebellion. Among latter are postage size stamps with picture Ernesto Cesar Sandino exhorting Nicaraguans to revolt. These stamps observed being printed at GOC (Government of Cuba) official printing plant. Above report...submitted by AMBLEAK-1...UR subsidized by WAVE."

11/63: An unknown source apparently lied when he said that he levied certain requirements on a number of assets immediately after JFK's assassination. The files did not back this claim. 1993.06.01.09:53:16:120000 FURTHER INVESTIGATION OF RUMORS ABOUT OSWALD BEING IN MIAMI AREA; RESU

4/4/64: FBI agent James J. O'Connor, after interviewing John Martino and Nathaniel Weyl (co-authors of I Was Castro's Prisoner), concluded that their story that Oswald was in Miami before 11/22 was baseless. "The only hearsay readily traceable...is an alleged fight between Oswald and one Jerry Buchanan in Miami at beginning of 1963...Fernando Fernandez Cabada, leader of the anti-Castro organization Unidad Revolucionaria (UR) at Miami, said Oswald did not attempt infiltration of UR, nor did Cabada know Oswald to have been in Miami, which information was attributed to him by Mr. Weyl."

In 1964, an investigation was conducted on Jorge Volsky (AMTRUNK-1) and whether he might be an enemy agent. AMBLEAK-1 was a personal friend, and was asked by his case officer to assist on obtaining background on Volsky throughout the writing of the report.
