01/08/63: Cable from JMWAVE to Director (Orig: PW/Reuteman-Rebholtz): Slugline GYROSE KUWOLF: REF: WAVE 3068: "1. AMAPE-1 called AMBUD-1 (Jose Miro Cardona) Jan 6 to report brigade leaders asked families committee for $23,000 OPT funds which they claimed GPFOCUS (Attorney General, Robert F. Kennedy) indicated to Ruiz Williams and Norberto San Roman should be made available to them through establishment joint bank account between committee and brigade. (See para 4 for additional details). 2. Committee gave brigade temporizing answer. AMAPE-1 told AMBUD-1 committee could not take action on instructions passed through non official channels. Additionally committee shocked that monies collected for ransom and negotiations release brigade relatives plus additional prisoners would be made available brigade leaders for what committee construed as political purposes. 3. AMAPE-1 said that if pressured further by brigade committee would consult its attorney Mr. FNU White. 4. QDELF indicated during 7 Jan discussions with Reuteman (Theodore Shackley) he aware families committee approached by brigade reps for establishment brigade operating fund via transfer funds from families committee to brigade. Families committee turned down brigade request but was disturbed that request was made. QDELF investigating this matter further as he sees story in this situation." Authenticating Officer: Robert K. Following represents a compilation of information from AMBUCKLE-1, AMSIGH-1 (para 9), AMYUM-1 (para 3), AMOT-20 (para 20), AMSHADY-1 (field comment para 9), AMAPE-1 (para 10), and AMRAZZ-1.
