April 1964, T. K. Chalmers, Chief, CI/PROJECT: "(HTLINGUAL) frequently reports on items to and from foreign students in the USSR. The majority of such students noted are from Latin America and Africa. Frequently items to and from these students will be transiting the United States and not addressed to or from this country. In such cases dissemination is made, using SR Division's project AEJAMMER as a cover...A Project item disseminated under the AEJAMMER cover to the Peru desk exposed as a hoax the offer to supply detailed information concerning Soviet insurgency in South America."
