05/30/54: Dispatch from LINCOLN to COS, Guatemala: Subject: General - Operational. Specific - Calligeris Organization Assets: REF: HUL-A-953: "1. At the time this dispatch is being written, the effect of the events reported in GUAT 705 cannot be estimated. It had been LINCOLN's (CIA's Guatemalan covert operations headquarters, a forward base in Florida) intention to have Clower (Joseph G. Sancho) discuss the substance of this dispatch with ESCOBILLA (probably Doctor Hector Goicolea), SEMANTIC (probably Domingo Goicolea Villacorta) and SECANT (Major Enrique Trinidad Oliva). Whether this will be possible depends on events and on your discretion. In any case, we are forwarding with this dispatch certain information on the Calligeris (Carlos Castillo Armas) complex in ADAM, with the request that you attempt to check it by whatever means are available. 2. The Calligeris assets in ADAM are headed by SEMANTIC, who has both the overall responsibility and direct responsibility for the civilian organization. SECANT, under SEMANTIC, directs the effort within the garrisons. Under SEMANTIC and SECANT, there operate ADAM X, ADAM Y and ADAM Z. Again, under them are the four ADAM 1's (A, B, C, D) with their staffs. The ADAM 3's (A, B, C, D) operate directly under SEMANTIC. 3. ADAM STAR's are presently arriving. Four of them will come to ADAM, each one charged with contacting one ADAM 1 and one ADAM 3. The ADAM STARS are to give instructions, transmit plans, firm up organization and bring the various complexes to a final state of readiness...6. Attachment 1 to this dispatch is a list of all new cryptos used. The true identities, correspondingly numbered, are given in the Reference dispatch. 7. 06/01/54: Cable from LINCOLN to Director: Slugline RYBAT PBSUCCESS: REF: LINC 3328 (IN 12824): FOR CADICK (William Robertson): ..."6. Pivall (probably David Morales) reported 4 instructors (organizers) departed 29 May for ADAM and those for BOND (Puerto Barrios) HANK (Zacapa, Guatemalan base) and IKE (San Jose) would depart 31 May. Para 5 (REDACTION) 408 (IN 12943) indicated organizers being retained (REDACTION) request you clarify whether those being retained include all or only BOND HANK and IKE. Upon clarification this and situation in ADAM will attempt obtain contacts for organizers and advise you..."

06/09/54: Dispatch from LINCOLN to COS, Guatemala City: Subject: General - KUHOOK - Operational. Specific - Contemplated Supply by Air Drop to ADAM: "1. As you are no doubt aware, there were four (4) organizational sectors within the Calligeris (Carlos Castillo Armas) ADAM organization prior to the recent disclosures. As outlined elsewhere in this pouch, men are being launched from WSHOOFS (Honduras) to all target areas to rebrief and consolidate remnants of each organization for supply and tactical purposes. These men, in the case of ADAM, unless an inadvertent cross-up occurs, are working independently from the EUFRACIO contacts. In the case of supply by air, however, no preliminary preparations have been made, and the incoming man is carrying a cold subject in to new man. 2. Therefore, as a supplementary approach to the above, LINCOLN (CIA's Guatemalan covert operations headquarters, a forward base in Florida) hopes you can, after studying your local situation, aid in setting up an ADAM supply drop through EUFRACIO. If you can, without endangering your status there and with reasonable security for EUFRACIO and associates, arrange a reception party under the manner outlined below, cable LINCOLN details and await confirmation before setting up...7. 06/24/54: Cable from LINCOLN to Director: Slugline RYBAT PBSUCCESS: FOR CADICK (William Robertson): "1. Desire to have you know everyone is back of you and your staff 100 percent. We are amazed at effort and determination thus far and can only assure despite orders of shortcomings that every good intention exists to aid you on to ultimate victory regardless how difficult it may be en route. 2. Additional air capability building op fast and authority to use it will be adequate. 3. Staff planning now in progress re launching an airborne attack on ADAM based upon capability land 90 combat equipped men every five hours day or night with two fighter A/C cover continuously during daylight. This plan must be based upon available manpower with sufficient training and leadership to conduct necessary follow through to seize national palace, will forward details soonest. Meanwhile need to know immediately two vital factors: A. Your capability provide manpower in increments 90 men starting dawn 27 June. B. Whether Esquipulas airstrip could be used for airlifting; if not what strip? 4. Interdiction between field and ADAM should prevent return of troops. Present strength ADAM believed down to 1200 troops with questionable morale. Keep this plan secure as possible and provide us your comments soonest. 06/24/54: Cable from LINCOLN to Director: Slugline PBSUCCESS RYBAT: RE: DIR 06039 (OUT 56348): "1. Request for bombing authority on ADAM: A. Target: Fortress Matamoras, located one mile east national palace, isolated, moat surrounded. Principal army ordnance depot. B. Objective: To destroy estimated 20 percent arms received on Alfhem. Plus reserve ammo and ordnance. C. Purpose: To deal enemy serious blow to military capability; render strong psych impact on army; demonstrate vulnerability to airpower; soften ADAM for possible airborne attack within forty-eight hours (now in planning stage). D. Authority: Urge authority soonest be granted for LINC to direct implementation not later than 0900 June 24. Essentially within authority para 2 B ref. 2. Foregoing considered extremely important to present plans for maximum utilization air power and overall strategic considerations. Urge earliest reply. 06/26/54: Cable from Director to Senior Rep, LINCOLN (Orig: Richard M. Bissell, SA/DCI/PC): Slugline RYBAT/PBSUCCESS: REF: LINC 4355 (IN 22410): "1. Ontrich (Nestor Sanchez), Pivall (probably David Morales), plus two KUCLUB (CIA Office of Communications) ROS authorized join and stay with Calligeris (Carlos Castillo Armas) subject limitation para 2 following: 2. You aware of major breach of security involved if any these individuals captured. Accordingly they must be ordered do everything possible keep this risk to absolute minimum. Since capture Calligeris himself at this stage by STANDEL (Jacobo Arbenz Guzman) forces would mean complete disaster, maximum pressure should be put upon him to keep himself and his HQs including KUBARK (CIA) personnel in location where safe from capture. 3. Ontrich, Pivall and company would of course maintain cover in all contacts and should be cautioned especially desirable avoid any contact with newspaper men. Ontrich, Pivall should also inform Calligeris of detailed information being reported by newspaper correspondents especially Bigart with him pinpointing his personal whereabouts and movements his forces. This info should be of greatest value to enemy and might well lead to bombing his headquarters or even air drop or other type snatch job. 4. In event any reports are circulated that PBPRIME (U.S.) personnel serving with Calligeris, response would be that a very few soldiers of fortune may have joined recently. Suggest liaison group be so advised so they can act out this cover to greatest extent possible. 5. 06/27/54: Cable from Director to LINCOLN (Orig: Charles P. Cabell, DDCI): Slugline PBSUCCESS/RYBAT: "1. In light of STANDEL (Jacobo Arbenz) resignation headquarters considers most important single action now is immediate destruction ADAM radio station. Direct heavy multiple aircraft attack at earliest possible opportunity to ensure destruction. Consider next most important action is to keep field army under harassment to prevent its regroupment and return to ADAM in good order. Calligeris (Carlos Castillo Armas) should be instructed to maintain security and cohesion his own forces. If radio attack not repeat not accomplished 28 June await clearance headquarters before further scheduling." Releasing Officer: Charles P. Cabell.

06/28/54: Cable from Director to LINCOLN (Orig: R. M. Bissell, Jr., SA/DCI/PC): REF: (REDACTION) 309 (IN 22792): "1. In view overriding importance and delicate nature negotiations with military and political leaders in WSBURNT (Guatemala) during next few days, believe there is urgent need for dependable cutout through whom embassy and station could establish and maintain covert contacts as needed. Though recognize Clower (Joseph G. Sancho) has done good job, headquarters strongly recommends that Page (probably Henry Hecksher) return immediately to ADAM if physically possible for him to do so. His judgement and former association, especially with (REDACTION) highly valuable. 2. Recognize Page's recent movements in and out of WSBURNT may be inconsistent his cover to such degree that he no longer secure as cutout and his return now would expose him to serious risk.
