Discussion:
The most likely candidate appears to be the Psychology Congress, attended by Raul Roa. That would resonate with "AFRAID". For info on that Congress, see 104-10075-10410 and 104-10075-10411. Other possibilities are the Latin American Study Seminar or Communist Party of Mexico.

Another clue: 104-10075-10410: JMWAVE CABLE RE ARRIVAL IN MEXICO FOR PSYCHOLOGY CONGRESS...12/3/63 JMWAVE to Director, cable 8425: AMTHRILL-1 "received a call from his brother-in-law (Porfirio (Pendas) Carra) advising that Subject's sister (Martha Alicia (Kouri) Barreto) and her husband Gustavo (Torroella) Gonzalez-Mora) arrived Mexi 1 or 2 Dec for Psychology Congress."

The "WSACROBAT prospectus" said that the "seminar" was 2-14 December, 1963. WSACROBAT was working with LIQUIFIERS and the ZRAFRAID officers. 104-10527-10262.

July-August 1963 status report: More than 60 artists exhibited their works at the LIEVICT-sponsored show in Mexico City. 1000 copies of the LIEVICT report were distributed. LIQUIFIER, the LIEVICT president, wanted to resign, but he was convinced to remain until the ZRAFRAID biennial meeting in September.

11/19/63 memo (HMMW 12137) from Chief, KUWOLF to Chief of Station, Mexico City re WSACROBAT/ZRAFRAID Literacy Seminar: During the 10th FJHEARSAY (COSEC - the Coordinating Secretariat of the National Union of Students) in Quebec in June 1962, LIQUIFIER-7 (the head of the ZRAFRAID delegation) called for a national seminar on literacy to be approved by FJHEARSAY. HBEPITOME/Officers Foundation for Youth and Student Affairs case officers supported it, as it would increase national and international prestige of ZRAFRAID. Approval was obtained. 12/24/63 memo from Mexico City to Director, MEXI 7505 ref MEXI 7506: Intelligence from LIFTER (a source within the Popular Socialist Party in Mexico) stating that the Communist Latin America Labor Union Congress will be held in Rio in late January.
